Dehradun: – In a landmark move here on Wednesday, the Uttarakhand cabinet, chaired by Chief Minister Pushkar Singh Dhami, approved a series of major policy decisions aimed at boosting the state’s economy, employment, and development. Among the 11 key proposals passed, the highlight was the approval of India’s first dedicated Yoga Policy, positioning Uttarakhand as the “Global Capital of Yoga and Wellness.”
CM Dhami called the decisions “historic,” emphasizing their potential to transform Uttarakhand into a hub of industrial growth, tourism, and wellness.
Major Cabinet Decisions
1. Uttarakhand Yoga Policy 2025
India’s first dedicated yoga policy.
Vision: Make Uttarakhand a global center for yoga and wellness.
Key targets:
5 new yoga hubs (e.g., Jageshwar, Tehri Lake).
Yoga services in every AYUSH center by 2030.
Budget: ₹35 crore for training, grants, research.
Employment: 13,000+ jobs, 2,500 certified yoga teachers.
New Directorate of Yoga and Naturopathy to be established.
2. Uttarakhand Mega Industrial and Investment Policy 2025
Replaces the 2021 policy.
Incentives based on investment size: Large to Ultra Mega categories.
Capital subsidy of 10–20%.
Minimum job creation criteria (e.g., 500 jobs for Ultra Mega).
Hill districts to get 1–2% additional incentives.
Stamp duty reimbursement up to ₹50 lakh.
Policy valid for 5 years.
3. Uttarakhand Procurement Rules 2024
Updates to 2017 policy.
Local work limit raised from ₹5 crore to ₹10 crore.
SHGs and MSMEs to receive purchase preference.
SHGs eligible for 10% higher bids.
Introduced Electronic Bank Guarantee (EBG) system.
Complaint redressal utility on IFMS portal.
4. Pay Revision for Accounts Cadre
Addressed pay anomaly of assistant accountants appointed before 2019.
Pay scale upgraded to Level 8 (₹47,600–₹1,51,100).
5. Dam Safety Report 2023–24
Approval to present safety report of 21 dams in the Assembly.
As per Dam Safety Act, 2021.
6. Registration Clerk Service Rules 2025
Replaces outdated 1978 and 2008 rules.
Clear guidelines on recruitment, promotion, pay, and responsibilities.
7. Amendments to Uttarakhand Service Sector Policy 2024
Focus on attracting investment in education, IT, health, film, sports.
Exclusion of developed areas (Dehradun, Nainital, etc.).
Strict eligibility for education sector investments.
One project per district for balanced regional growth.
8. Strengthening the Tea Development Board
11 new posts approved (4 regular, 7 outsourced).
Aimed at expanding tea farming and boosting rural income.
9. Timardar Rest Houses Near Medical Colleges
To be set up near Dehradun and Haldwani medical colleges.
Support from CSR, NGOs, and other funding sources.
10. Amendment to Poison Rules
Methyl alcohol classified as poison.
Stricter monitoring to prevent illegal usage.
11. ₹75 Crore Loan for Health Scheme Payments
For clearing pending dues under Atal Ayushman Yojana and State Health Scheme.
Will ensure timely payments to hospitals and colleges.
