Uttarakhand Government Signs Letter of Intent with Germany’s Innovation Hub Rhine-Main

Initiative to Boost Global Employment Opportunities for Youth

Dehradun, Friday — In a significant step towards enhancing international employment prospects for the state’s youth, a Letter of Intent (LoI) was signed between the Government of Uttarakhand and the Germany-based Innovation Hub Rhine-Main. The agreement was formalized at the Chief Minister’s residence in the presence of Chief Minister Pushkar Singh Dhami.

The primary objective of this collaboration is to connect Uttarakhand’s skilled youth with emerging opportunities in Germany across diverse sectors, including healthcare, automobile, vocational training, hydrogen and renewable energy technologies, and innovation-driven start-ups.

Chief Minister Pushkar Singh Dhami described the initiative as an important milestone in generating global employment avenues for the youth of Uttarakhand. He emphasized that the state is rich in talent and the government is making dedicated efforts to enhance skill development. “We are aligning the skill development programs with the demands of different countries, ensuring that our youth are equipped for global opportunities,” the Chief Minister said.

He further highlighted that, alongside technical skill development, foreign language training is being facilitated by the state government, enabling young professionals to secure jobs abroad. “Several youths from Uttarakhand, after receiving training in specialized skills and foreign languages, are already employed overseas,” he added.

The signing ceremony was attended by Cabinet Minister Saurabh Bahuguna, Principal Secretary R. Meenakshi Sundaram, Secretaries Shailesh Bagauli, Vinay Shankar Pandey, and C. Ravishankar. The German delegation included David Rendel, Mayor of Raunheim City; Saurabh Bhagat, Advisor, German Foreign Investment Cell; and Stefan Wittekind, CEO of Innovation Hub Rhine-Main.

This partnership is expected to create a structured pathway for international placements, strengthen bilateral relations, and position Uttarakhand as a hub for globally competitive skilled manpower.
