1. Separate Policies for Women, Youth, and Ex-Servicemen
The Uttarakhand government has decided to frame dedicated policies for women, youth, and ex-servicemen to boost employment and skill development.
Special training will be arranged for competitive examinations such as civil services, NEET, nursing, foreign languages, and artificial intelligence.
Large-scale youth festivals and job fairs will be organized across the state.
Vocational education will be strengthened through coordination among ITIs, polytechnics, and schools.
To promote self-employment, women and youth will be trained in bee-keeping, apple cultivation (Apple Mission), and horticulture. Initially, 200 people per block will be provided training.
The Voluntary Land Consolidation Scheme will be launched soon.
An MoU has been signed between the Agriculture Department and ITBP for the purchase of local products such as fruits, vegetables, and milk. Similar MoUs will also be signed with SSB and other central agencies, along with market linkages through the Industries Department for private sector participation.
Ex-servicemen working in the state through UPNL will be linked with government schemes and provided employment or self-employment opportunities based on their qualifications.
2. Uttarakhand Victim Compensation (Amendment) Scheme, 2025
The Cabinet has approved the Uttarakhand Victim Compensation (Amendment) Scheme, 2025.
The original scheme was notified in 2013 and amended in 2014 and 2016.
Under the new amendment, clear provisions for compensation to POCSO victims have been included.
A new Schedule-2 specifies the minimum and maximum compensation amounts.
This amendment ensures timely and effective assistance to victims in compliance with court orders.
3. Uttarakhand Witness Protection Scheme, 2025
To strengthen the justice delivery system, the state government has approved the Uttarakhand Witness Protection Scheme, 2025.
The scheme aims to ensure that witnesses can depose before courts without fear, pressure, or intimidation.
It provides for measures such as identity confidentiality, relocation, change in contact details, physical security, and financial assistance when required.
A State Witness Protection Committee has been constituted, comprising members from the judiciary, police, and senior district officials, to assess and ensure timely protection.
The initiative underscores the government’s commitment to making the judicial process fair, transparent, and secure.
