Uttarakhand: CM Dhami Orders 24×7 Vigil Amid Red and Orange Rain Alerts

Red & Orange Alert for Three Days: CM Orders 24×7 Vigil, Rapid Rehabilitation Efforts.

Dehradun: In view of the Meteorological Department’s red and orange alerts for most districts of Uttarakhand over the next few days, Chief Minister Pushkar Singh Dhami convened a high-level emergency review meeting on Sunday. He directed government and district-level officers to take extra precautions, remain on round-the-clock alert, and ensure the safety and well-being of citizens amid persistent heavy rainfall and associated risks.

State Facing Continuous Challenges

The CM acknowledged that excessive rainfall continues to pose serious challenges across the state. He instructed officials to exercise special vigilance on vulnerable routes prone to landslides and to take preventive measures in the plains where waterlogging is likely. Secretary (Disaster Management & Rehabilitation) Vinod Kumar Suman has been tasked with monitoring every development from the State Emergency Operations Center (SEOC).

Relief, Rescue & Rehabilitation on Priority

The Chief Minister assured affected families that the government stands firmly with the homeless and displaced. He instructed divisional commissioners to accelerate rehabilitation efforts, including exploring safe relocation options in the plains. Officials were urged to treat the suffering of the affected as their own and work with compassion and dedication to restore normalcy.

District officers were specifically ordered to remain in the field and conduct relief and rescue operations on a war footing.

Senior officials including Secretary Home Shailesh Bagauli, Secretary Disaster Management & Rehabilitation Vinod Kumar Suman, Additional Secretary Anand Swaroop, DIG Rajkumar Negi, JECEO Mohd. Obaidullah Ansari, Hemant Bisht, and Rohit Kumar attended the review at SEOC. Principal Secretary R.K. Sudhanshu, PWD Secretary Pankaj Kumar Pandey, Health Secretary Dr. R. Rajesh Kumar, and Divisional Commissioners Vinay Shankar Pandey and Deepak Rawat joined virtually.

Key Directives from the Chief Minister

1. Bailey Bridge at Tamak (Jyotirmath–Malari Highway)

  • A crucial bridge washed away in the Tamak drain must be restored immediately with a Bailey bridge to ensure smooth traffic on this strategic route.

  • The CM assured the Border Roads Organisation (BRO) of immediate state-level support and instructed PWD Secretary Pankaj Kumar Pandey to coordinate closely with BRO officials.

2. Gangotri Highway to be Made Safe Before Yatra

  • The CM stressed that Char Dham Yatra routes must be restored quickly and safely.

  • Patchwork and construction of new roads should begin immediately after rains, with all tenders and formalities completed during the monsoon.

3. Urgent River Channelization in Harshil & Syanachatti

  • Rising water levels in Syanachatti lakes require 24×7 monitoring and constant rescue team presence.

  • District officials must ensure safe water drainage, continuous electricity and water supply, and no threat to bridges.

  • Debris removal is urgent — mud disposable sites should be created at safe dumping locations and proposals sent to the state government.

4. Night-time River Level Surveillance

  • The CM ordered close monitoring of river water levels in both hills and plains even at night.

  • Immediate alerts and preventive actions must follow any sign of risk.

    • Orange Alert – Heavy to very heavy rainfall in Dehradun, Uttarkashi, Rudraprayag, Chamoli, Bageshwar.
