UTTARAKHAND NEWS: CM Instructs Govt Depts to Utilise 80% of Allotted Budget by Dec

Dehradun – Chief Minister Pushkar Singh Dhami directed all departments to ensure utilization of up to 80 percent of their allocated budgets by December. Chairing a review meeting of the Finance Department at the Secretariat on Saturday, the CM emphasized the need for timely and effective expenditure, along with enhanced efforts in revenue collection and resource mobilization for the state’s inclusive development.

He instructed the Finance Secretary to regularly review budget receipts and expenditures, with monthly reviews by the Chief Secretary and quarterly assessments by the Chief Minister himself. The implementation of a digital monitoring system for budget tracking was also stressed.

Highlighting the importance of centrally sponsored schemes, CM Dhami said that programs with a 90:10 or 70:30 central-state funding ratio must be prioritized. He directed the Planning and Finance Departments to hold regular coordination meetings with other departments to ensure optimal budget utilization.

“To strengthen the state’s economy, mid-term and long-term strategies must be developed,” the CM said, adding that a comprehensive economic plan should be prepared for the next 10 years, targeting the Golden Jubilee year of the state in 2050.

Special emphasis was laid on promoting innovation and artificial intelligence. The CM called for increased investments in human resource development, education, healthcare and sports, aligning with the vision of a developed India. He also directed departments to ensure that government subsidies are extended only to eligible beneficiaries and that their social and economic impacts are thoroughly evaluated.

Revenue targets from state taxes, forest produce, energy and water tax must be closely monitored, he said. The CM also called for an impact assessment of key schemes like Jal Jeevan Mission and Atal Ayushman Yojana, and advised reducing market borrowing in favor of infrastructure development.

The meeting was informed that Uttarakhand has maintained a GSDP growth rate of over 13% for the past three years. In the current financial year, mining revenue has increased by ₹400 crore, with capital expenditure exceeding ₹11,000 crore. The state achieved 90% budget utilization in 2024–25.

The meeting was attended by Uttarakhand Infrastructure Monitoring Council Vice Chairman Vishwas Dabur, Chief Secretary Anand Bardhan, Principal Secretary R.K. Sudhanshu, Secretaries Shailesh Bageli and Dilip Jawalkar and Additional Secretaries Himanshu Khurana and Manmohan Mainali.
