Dhami Cabinet Takes Key Decisions; Congratulates Indian Army on Operation Sindoor’s Success
In a significant meeting of the Uttarakhand Council of Ministers chaired by Chief Minister Pushkar Singh Dhami, a congratulatory resolution was passed honoring the Indian Army, Prime Minister Narendra Modi, and the Ministry of Defense for the successful execution of Operation Sindoor.
The resolution highlights that Operation Sindoor exemplifies the unparalleled courage, strategic acumen, and valor of the Indian Army. The operation stands as a proud testament to India’s sovereignty, security, and self-confidence. The Cabinet expressed its belief that this military operation will inspire future generations and be remembered as a golden chapter in the history of India’s military glory.
The state government will forward this resolution to the Central Government and the Ministry of Defense to convey Uttarakhand’s deep appreciation and pride.
Key Decisions Taken by the Cabinet:
1. Approval of UPCL Transformation Plan Based on McKinsey Recommendations
The Cabinet approved a strategic action plan to reform Uttarakhand Power Corporation Ltd. (UPCL). The plan, developed with inputs from McKinsey India, aims to:
Stabilize UPCL’s finances by reducing its ₹5,000 crore outstanding debt.
Cut transmission and distribution losses, especially in high-loss districts like Haridwar and Udham Singh Nagar.
Enhance consumer satisfaction and collection efficiency.
Promote cost-effective, eco-friendly green energy.
The comprehensive plan seeks to turn UPCL into a financially stable, efficient, and profitable enterprise.
2. Amendment in Chief Minister Relief Fund Rules
The Cabinet approved an amendment to Sub-rule 4 of Rule 6 of the Chief Minister Relief Fund Rules, 2013. The change replaces the term ‘nationalized bank’ with ‘scheduled commercial bank’, allowing the state to invest surplus donations in high-interest fixed deposits across a broader range of banks. This is expected to ensure better financial returns on unused funds.
3. Approval of Uttarakhand Poultry Development Policy–2025
To bridge the state’s annual deficit of 15,444 lakh eggs and 395 lakh kg of poultry meat, the Cabinet approved the Uttarakhand Poultry Development Policy–2025. Key features include:
Establishment of commercial layer farms and broiler parent farms.
Attraction of private investment worth ₹85 crore.
Provision of ₹29.09 crore in grants.
Priority employment to local residents.
Generation of 32 crore eggs and 32 lakh kg of meat annually, reducing reliance on imports.
Creation of approximately 1,000 direct and 3,500 indirect jobs.
Annual GST revenue of ₹50 lakh for the state.
The policy will remain in effect for five years.
4. Policy for Destitute Cattle Shelter Construction and Maintenance
A new policy was approved to ensure better care for destitute cattle:
Gaushala (cowshed) infrastructure will be developed under the guidance of district-level committees chaired by District Magistrates.
The Animal Husbandry Department will serve as the nodal agency for budget allocation and grant distribution.
Budgetary provisions for maintenance will be made under specific heads of the department and disbursed through respective District Magistrates.
This initiative aims to streamline shelter construction and enhance welfare for stray and abandoned cattle across the state.
