Uttarakhand CM Pushkar Singh Dhami launched six Revenue Department web portals including e-Bhulekh, Bhu-Naksha and Agri Loan Portal, enabling citizens to access verified land records, Khatauni and revenue services online from home.

Dehradun: In a major step towards digital governance and citizen convenience, Uttarakhand Chief Minister Pushkar Singh Dhami on Saturday launched six advanced web portals related to the Revenue Department. The portals were inaugurated at the Chief Minister’s residence in Dehradun and aim to make land and revenue-related services accessible online through mobile phones and the internet.
The newly launched portals include the upgraded e-Bhulekh, Bhu-Naksha, Bhulekh Ansh, Bhu-Anumati, Agri Loan Portal, and e-Recovery (e-RCS) Portal.
Addressing the occasion, Chief Minister Dhami said that in line with Prime Minister Narendra Modi’s vision, the state government is leveraging science, information technology, and artificial intelligence to ensure maximum convenience for citizens. He emphasized that these digital initiatives will significantly reduce the need for people to visit government offices, thereby saving time, effort, and resources.

The Chief Minister stated that the state government is working with a clear commitment to simplification, solutions, and resolution. The online availability of revenue services under the Digital India initiative is a transformative step that will enhance transparency in administration and enable citizens to access services such as Khatauni and other land records from the comfort of their homes.
He informed that verified copies of land records, especially Khatauni and Khasra, can now be obtained online through mobile or internet by making payments via a secure payment gateway. Previously, citizens were required to visit Tehsil offices to obtain certified copies, leading to delays and additional costs. With the new system, this entire process has been digitized.
The Chief Minister further noted that permissions related to land use and land transactions for industrial, agricultural, and horticultural purposes have also been made fully online. Additionally, cadastral land maps are now available for free viewing in the public domain, increasing transparency and public access.
Highlighting the technological upgrade, he said that the new versions of all six portals have been developed using modern technologies in accordance with the objectives of Digital India, a Developed India, and a Developed Uttarakhand. These initiatives will promote both Ease of Doing Business and Ease of Living.
Under the Bhulekh Ansh Portal, a separate database is being created to record the individual shares of account holders and co-account holders in joint land holdings. This initiative will facilitate the creation of a comprehensive farmer registry in the state. As part of this process, details such as caste, gender, and identification numbers of landholders are being integrated into land records, paving the way for a unified and future-ready land database.
The Bhu-Anumati Portal has digitized the entire process of obtaining land-use and land-development permissions for industrial and agricultural purposes in accordance with existing land laws. Through this portal, permissions for industrial land purchases across the state and for agricultural and horticultural land in Haridwar and Udham Singh Nagar districts can now be obtained online.
The Agri Loan Portal enables farmers and landowners to apply online for bank loans against their land for agricultural and allied activities. Once the loan is repaid, the land charge will be automatically removed upon issuance of a No Objection Certificate (NOC) by the bank, ensuring seamless and transparent processing.
Through the e-Recovery (e-RCS) Portal, the revenue recovery process has been fully digitized. Banks and concerned departments can now submit recovery cases to the Collector online, allowing real-time tracking of cases at every stage and improving accountability.
Senior officials present on the occasion included Chief Secretary Anand Bardhan, Revenue Secretary S.N. Pandey, Secretary and Commissioner of Revenue Council Ranjana Rajguru, Additional Secretary Anand Srivastava, Staff Officer Sonia Pant, Senior Director (IT), NIC Manish Walia, Joint Director (IT) Chandan Bhakuni, Narendra Singh Negi, and several District Magistrates, Divisional Commissioners, and other officials from across the state, who joined the event via video conferencing.
