Dehradun DM Orders Survey and Identification of Dilapidated Buildings Across the District
SDMs, Municipal Corporations and Municipal Councils directed to identify unsafe and vulnerable buildings in their respective areas

In view of the risks posed by dilapidated and potentially unsafe buildings, the Dehradun district administration has directed officials to intensify the survey and identification of vulnerable structures across the district. District Magistrate Dr Ashish Chauhan issued the directions during a virtual meeting held on Tuesday evening to review the status of dilapidated and potentially unsafe buildings.
The District Magistrate directed all concerned departments to undertake the identification process with utmost seriousness and strictly in accordance with prescribed technical standards. He emphasized that no building should be declared dilapidated or unsafe without a comprehensive assessment of its technical and structural condition.
Dr Chauhan said the objective of the exercise is to accurately assess the actual condition of buildings and ensure timely preventive measures in the interest of public safety. He stressed that the process should be carried out on the basis of technical evidence while also taking all applicable legal provisions into account.
Survey of Dilapidated Buildings to Be Conducted Across the District
The DM directed all Sub-Divisional Magistrates (SDMs), Municipal Corporations and Municipal Councils to conduct surveys and identify dilapidated and potentially unsafe buildings within their respective jurisdictions on priority.
Officials have been asked to prepare a detailed list of such structures, including their current condition, structural safety, occupancy status and potential risks to residents and people in surrounding areas.
Expert Technical Teams to Assess Structures
Dr Chauhan directed officials of Municipal Corporations, Municipal Councils, the Public Works Department (PWD) and the Mussoorie Dehradun Development Authority (MDDA) to constitute expert technical teams for inspection and assessment of identified buildings.
The teams will undertake technical and structural evaluations to determine the actual safety status of buildings and whether they require demolition, repair, strengthening or other preventive measures.
Public Safety to Remain the Top Priority
The District Magistrate instructed officials to ensure that any decision to declare a building unsafe or liable for demolition is taken only after examining all relevant technical and legal aspects.
He directed officials to maintain special vigilance around highly vulnerable and severely dilapidated structures and ensure immediate protective measures wherever there is a possibility of an accident or threat to public safety.
The DM further stressed the need for close coordination among all concerned departments and said that any negligence in the survey and identification of unsafe buildings will not be tolerated.
Officials were directed to complete the process in a transparent, systematic and technically sound manner and take timely action to prevent possible accidents and loss of life.
