State’s First Modern Intensive Care Center Emerges as a Hub of Research and Social Transformation

Under Chief Minister’s Guidance, Children Move from Darkness to the Light of Education

154 Children Integrated into the Mainstream Education System So Far

Under the guidance of the Chief Minister, the Dehradun District Administration’s State’s first modern Intensive Care Center (ICC) has evolved beyond a rehabilitation facility to become a significant hub for academic research, social studies, and humane governance. The center is dedicated to the mental reformation and holistic rehabilitation of children rescued from begging, child labor, and rag-picking, with the objective of integrating them into the mainstream education system.

Students from reputed universities across the country are now visiting the center for academic research and social exposure, while also motivating and encouraging the children to move forward with confidence.

In this sequence, 12 students from IMS Unison University, led by Dr. Surendra Yadav, Assistant Professor, visited the Intensive Care Center and interacted with the children, gaining first-hand insight into this innovative rehabilitation model.

Warm Welcome Reflects Growing Confidence Among Children

On the occasion, the children residing at the ICC warmly welcomed the visitors with handmade greeting cards and a graceful cultural dance performance. The interaction clearly reflected positive growth in the children’s creativity, self-confidence, presentation skills, and teamwork.

This initiative stands as a powerful example of a sensitive and meaningful partnership between society and academic institutions.

A Progressive Model of Social Rehabilitation

Under the Chief Minister’s guidance, the Dehradun District Administration’s modern Intensive Care Center is setting new benchmarks in the field of social rehabilitation. Children rescued from adverse circumstances are being empowered through computer education, music, yoga, sports, physical training, recreation, and professional counseling, ensuring their mental and emotional strengthening.

This humanitarian effort—replacing the begging bowl with the pen of education—has begun yielding tangible and inspiring results. Today, the center has become a true beacon of hope for the most vulnerable children of society.

27 Children Enrolled in Schools

On Saturday, 27 children were enrolled in various government schools after completing their rehabilitation at the Intensive Care Center.

So far:

  • 267 children have been successfully rescued

  • 154 children have been integrated into the mainstream education system

Campaign Launched in December 2024

Launched in December 2024, the campaign operates through a modern Intensive Care Center established at Sadhuram Inter College. Among the rescued children:

  • 83 were involved in begging

  • 117 were engaged in rag-picking

  • 67 were victims of child labor

To ensure smooth participation, special cab facilities have been arranged for children’s transportation. The entire program has been regularly and personally monitored by the District Magistrate, following which children are being admitted to schools in a phased manner.

District Magistrate’s Emotional Appeal

Addressing parents and guardians, the District Magistrate made an emotional appeal, stating:

“Education is the most powerful weapon. No matter how difficult the circumstances, a child’s education must never be interrupted.”

He further emphasized:

“The campaign to eliminate begging will continue relentlessly until full saturation is achieved. Stopping is not an option.”
