Uttarakhand’s First Government Model De-Addiction and Rehabilitation Centre to Begin Operations from November 1
Inspired by Chief Minister’s Vision, Dehradun District Administration Takes a Major Step Towards ‘Nasha-Mukt Doon’

Dehradun: In a significant move toward building a drug-free society, the Dehradun district administration, under the guidance of Chief Minister Pushkar Singh Dhami, has established North India’s first government model de-addiction and rehabilitation centre. The centre, located in Raiwala, is equipped with advanced addiction treatment facilities and will become operational from November 1.
The centre will be managed by the Society for Promotion of Youth and Masses (SPYM), selected by the District Magistrate (DM) within just two months. The facility ensures an integrated one-stop service model—providing counseling, medical treatment, and rehabilitation support through a single helpline number to be released soon.
District Magistrate Savin Bansal chaired a review meeting on Wednesday at the Rishiparna Hall, Collectorate, to finalize the operational framework of the centre. He stated that the initiative is a major leap toward realizing the Chief Minister’s goal of a Nasha-Mukt Dehradun. “This centre is not only for treatment but also for complete rehabilitation and social reintegration,” the DM said.
To strengthen the initiative, the administration has also facilitated a tie-up with AIIMS Rishikesh, where 10 dedicated beds have been reserved for de-addiction patients to ensure specialized treatment and consultation.
The DM directed that a block-level training schedule be prepared to train ANMs, ASHAs, Anganwadi workers, and Self-Help Groups. The goal is to empower community-level stakeholders to identify, counsel, and support individuals struggling with addiction.
He also emphasized running awareness campaigns in schools, highlighting the harmful effects of drugs and guiding children who may already be under influence towards recovery. Under the ‘Nava Chetna’ model of the Central Government, large-scale awareness programs will be launched in educational institutions.
“This is the first government model centre in the country offering counseling, treatment, and rehabilitation through a single helpline,” DM Bansal added. “An integrated system has been developed, ensuring free access to medical and psychological support with just one phone call.”
He further stressed the importance of community participation and public awareness, directing officials to widely promote the centre’s helpline and conduct de-addiction campaigns in schools, colleges, and industrial institutions.
The meeting was attended by Chief Development Officer Abhinav Shah, District Social Welfare Officer Deepankar Ghildiyal, Dr. Rajesh Kumar (Director, SPYM), and Coordinator Ayushi Chaudhary, among others.
