Uttarakhand to Integrate All Emergency Services with 112 for Faster Trauma Response: Chief Secretary
Dehradun, July 23, 2026: In a major step towards strengthening emergency medical response for road accident victims, the Uttarakhand Government has decided to establish an integrated, efficient, and time-bound emergency response system in compliance with the directives of the Supreme Court of India. Chief Secretary Anand Bardhan chaired a coordination meeting with senior officials from concerned departments and emphasized strict adherence to the Court’s directions.
During the meeting, the Chief Secretary said that providing immediate trauma care during the “golden hour” after a road accident is of paramount importance. He directed all departments to complete the required measures within the timeline prescribed by the Supreme Court and ensure widespread public awareness about the new emergency response mechanism.
112 to Become the Unified Emergency Helpline
Chief Secretary Anand Bardhan instructed that all existing emergency helpline services in the state be technically and operationally integrated with the Unified Emergency Helpline 112. Once implemented, citizens will be able to access police, fire, ambulance, and other emergency services through a single emergency number.
He further directed that the system should operate through an automatic, technology-driven mechanism with minimal human intervention, enabling emergency calls to be instantly routed to the appropriate service for faster response.
Stronger Good Samaritan Grievance Redressal Mechanism
To ensure effective implementation of the Good Samaritan provisions, the Chief Secretary directed that the Director General (Health) be designated as the State Nodal Officer, while Chief Medical Officers (CMOs) will serve as District Nodal Officers.
He instructed that monthly review meetings be conducted regularly and their proceedings uploaded to the designated portal to ensure timely grievance redressal and compliance monitoring.
GPS-Enabled Ambulances with AIS-125 Compliance
The Chief Secretary directed that all government and private ambulances operating in the state must comply with AIS-125 standards and be equipped with GPS/Vehicle Location Tracking Devices (VLTDs). He also instructed that these ambulances be integrated with the 112 emergency system in real time, enabling authorities to monitor ambulance locations and dispatch the nearest available vehicle without delay.
State Trauma Registry to Be Developed
The meeting decided that the Transport Department will serve as the nodal department for establishing the State Trauma Registry. The Chief Secretary directed that all government and private healthcare institutions be integrated with the registry and that it be linked to the National Trauma Registry to facilitate better data collection, policy planning, and monitoring of trauma care services across the state.
Focus on Full Implementation of PM-RAHAT Scheme
Chief Secretary Anand Bardhan also stressed the 100% implementation of the PM-RAHAT Scheme, directing all concerned departments to ensure that eligible road accident victims receive timely medical assistance and relief benefits under the scheme.
The meeting was attended by Secretary Dr. Pankaj Kumar Pandey, Additional Secretaries Vineet Kumar, Rohit Meena, Tripti Bhatt, Joint Transport Commissioner Sanat Kumar Singh, and other senior officials from various departments.
