CM Dhami Launches ‘Chief Minister Yuva Bhavishya Nirman Yojana’, 11,000 Students to Get Free Online Coaching
Initiative aims to provide quality coaching and guidance for competitive examinations, especially to students from remote and hilly areas

Dehradun: Chief Minister Pushkar Singh Dhami on Monday launched the ‘Chief Minister Yuva Bhavishya Nirman Yojana’ at the Mukhya Sevak Sadan at the Chief Minister’s Camp Office in Dehradun. Under the scheme, eligible students studying in government and government-aided colleges as well as state universities will be provided free online coaching to prepare for various competitive examinations.
In the first phase, 11,000 students will be connected with free online coaching. The initiative is aimed particularly at helping talented students who are unable to access quality coaching institutes due to financial constraints, lack of resources, limited guidance or geographical challenges in hilly and remote areas.
Right Guidance and Strategy Essential for Success
Chief Minister Dhami said that success in competitive examinations requires not only hard work but also the right direction, a sound strategy, guidance from experienced teachers and regular practice.
He said Uttarakhand has no shortage of talent, particularly among students from hilly and remote areas. However, financial limitations and lack of access to quality resources often create challenges for talented youth.
The Chief Minister said the state government is committed to ensuring that financial difficulties or lack of resources do not come in the way of the dreams of any talented young person. The government is working to provide youth with opportunities, resources, guidance and a transparent system to help them achieve their goals.
Youth Power is Uttarakhand’s Biggest Strength
CM Dhami said the youth of Uttarakhand are the state’s biggest strength. Young people in the state are hardworking, talented and capable of overcoming challenges. What they need is proper direction, quality guidance and equal opportunities to move forward.
He said the state government has implemented one of the country’s strictest anti-cheating laws to ensure transparency in recruitment examinations. According to the Chief Minister, more than 34,000 young people have secured government jobs in the last five years.
Government Encouraging Youth to Become Job Creators
The Chief Minister said the government’s objective is not limited to providing government jobs. It also wants the youth of Uttarakhand to become job creators rather than merely job seekers.
For this purpose, the state is promoting self-employment, startups, skill development, entrepreneurship and local products. CM Dhami said the state has also witnessed positive signs of reverse migration, with several young people returning to villages and taking up businesses, agriculture, horticulture, homestays and enterprises based on local products.
These initiatives are not only generating self-employment but are also creating employment opportunities for others.
Youth to Play a Greater Role in Policy-Making
CM Dhami said the government is also working to make young people active participants in shaping the future of Uttarakhand. As part of this effort, the government is engaging in discussions with more than 2.5 lakh young students to seek their views and suggestions.
He said a separate ‘Youth Commission’ would be established in the state to focus specifically on the aspirations, expectations and employment-related issues of young people.
The government wants youth to be more than beneficiaries of government schemes and to actively participate in determining the state’s policies and development priorities.
CM Interacts with Students
During the programme, Chief Minister Dhami interacted directly with students and enquired about their competitive examination preparations, future goals and aspirations.
He encouraged students to pursue their goals with hard work, dedication and confidence. The Chief Minister assured them that the state government would continue to stand with them by providing the necessary opportunities and resources to help turn their dreams into reality.
The students also expressed enthusiasm during their interaction with the Chief Minister.
Higher Education Minister Calls Scheme an Important Initiative
Higher Education Minister Dr. Dhan Singh Rawat described the Chief Minister Yuva Bhavishya Nirman Yojana as an important initiative to provide better opportunities to young people preparing for competitive examinations.
He said the scheme would particularly benefit students from hilly and remote areas by providing them access to quality coaching and guidance.
The Higher Education Department will work to ensure that information about the scheme reaches the maximum number of eligible students so that they can benefit from it.
Dr. Rawat said the state government is continuously working to improve the quality of higher education and provide better academic facilities to students. He also said that from this year, 50 per cent of student union posts will be reserved for female students. Digital education is also being expanded in higher educational institutions, while the e-library has provided students with digital access to approximately 20 lakh books.
Coaching Institutes Urged to Treat Initiative as Social Responsibility
Chief Secretary Anand Bardhan urged coaching institutions associated with the scheme to pay special attention to students’ preparation. He said the initiative should not be viewed merely as a commercial responsibility but also as a personal and social responsibility.
He emphasized that proper guidance, regular interaction and support tailored to the individual needs of students would play an important role in strengthening their preparation and confidence.
The Chief Secretary urged students to make full use of the opportunities available to them, stressing that discipline, continuous practice and determination are essential for success in competitive examinations.
The Chief Minister called upon young people to dream big and work with dedication and perseverance to achieve their goals. He expressed confidence that the youth of Uttarakhand would scale new heights through their talent, hard work and determination and make a significant contribution towards fulfilling the state government’s ‘no alternative to resolve’ vision of making Uttarakhand the best state in the country.

Cabinet Minister Ganesh Joshi, Vice Chairman of the Higher Education Upgradation Committee Dr. Devendra Bhasin, Dr. Jaipal Chauhan, Secretary Higher Education Dr. B.V.R.C. Purushottam, Secretary Sanskrit Education Deepak Kumar, vice-chancellors of various universities, Additional Secretary Higher Education Manuj Goyal, Director General Education Akanksha Kondwal, Additional Secretary Manmohan Mainali and senior officials of the Higher Education Department were present at the programme.
