Dhami Cabinet Approves 12 Key Proposals — Major Decisions Taken for Urban Development, Finance, Employment and Disaster Relief

Dehradun: In a significant meeting chaired by Chief Minister Pushkar Singh Dhami, the Uttarakhand Cabinet approved 12 major proposals on Wednesday. The decisions cover crucial areas including urban development, finance, personnel management, disaster relief, planning, and UPNL reforms aimed at strengthening governance and public welfare.

Urban Development — Formation of Project Management Unit (PMU)

The Cabinet approved the establishment of a Project Management Unit (PMU) under the Directorate of Urban Development.
Four new posts have been sanctioned for this unit. The PMU will focus on speedy execution and effective monitoring of urban development schemes across the state.

Finance Department — Insurance Guarantee in Tender Process

A key financial reform was approved to include insurance guarantees within the tendering process.
This step will ensure greater financial security, transparency, and risk management in government contracts and projects.

Relief for Contractual and Daily Wage Employees

The Cabinet decided to constitute a high-level committee to determine a cut-off date for the regularization of contractual and daily wage employees.
The committee will submit its report within a stipulated timeframe, paving the way for long-pending regularization decisions.

Financial Assistance for Disaster-Affected Families

Taking a humanitarian step, the Cabinet approved enhanced relief measures for disaster-affected regions including Dharali (Uttarkashi):

  • Families of deceased victims will receive ₹5 lakh as compensation.

  • Those constructing permanent houses will also get ₹5 lakh assistance.

  • Decisions on commercial properties will be taken on a case-to-case basis.

Devbhoomi Family Scheme — Unique ID for Every Household

Under a proposal from the Planning Department, the Cabinet approved the implementation of the Devbhoomi Family Scheme, which will assign a unique family ID to every household in Uttarakhand.
This initiative will streamline social welfare and economic benefit distribution, improving transparency and efficiency.

UPNL Employees — Major Reforms and Global Expansion

The Cabinet approved several key measures related to the Uttarakhand Purv Sainik Kalyan Nigam Ltd. (UPNL):

  • A sub-committee will be formed to examine employee demands and submit a report within two months.

  • UPNL will now be able to deploy employees abroad, following registration with the Ministry of External Affairs, Government of India.


Strengthening Governance and Public Welfare

The series of Cabinet approvals reflects the Dhami government’s intent to strengthen administrative systems and ensure direct benefits to citizens.
Chief Minister Pushkar Singh Dhami stated that these measures reaffirm the government’s commitment to good governance, transparency, and welfare-oriented policymaking.
