DM Orders FIR in Fake Land Registry Case; Strict Action Against Builders and Land Mafia in Dehradun

Dehradun, February 24:
In a major crackdown on illegal land transactions, Dehradun District Magistrate Savin Bansal has ordered the registration of an FIR against buyers and sellers involved in the fraudulent sale and purchase of court-restricted land using forged documents. The district administration has signaled strong action against land mafia networks and builders allegedly targeting government and agricultural land in the state.


Fraudulent Registration of Court-Restricted Land

The matter came to light after complaints revealed that land located at Mauja Amwala Tarla, bearing Khasra numbers 94Kha, 134, 135, and 136, had been registered through fabricated documents despite an existing court ban on its sale or transfer.

Objections were raised regarding sale deed numbers 8614/2025 and 8615/2025, stating that the land falls under the restricted category linked to Pearls Agro Tech Corporation Limited (PACL) properties. Preliminary inquiry indicated that the seller concealed the true legal status of the land and executed the registry in violation of court orders.


Suspected Link to Golden Forest Properties

During investigation, officials also found that the disputed land is allegedly connected to assets related to the Golden Forest group, many of which remain under legal restrictions. Authorities suspect that builders and land operators from outside states, particularly Chandigarh and Punjab, attempted to sell restricted land using forged records.


Orders to Cancel Mutation Entries

Acting on the DM’s instructions, the Dehradun Registrar and Sub-Divisional Magistrate (Sadar) have been directed to conduct a fresh verification of the registered deeds. Any mutation orders issued on the basis of these documents are to be immediately cancelled. Revenue records across the concerned tehsil are also under detailed review.


Probe into Sub-Registrar Office Role

An FIR has been lodged at Kotwali Police Station under Section 83 of the Registration Act, 1908, for fraudulent registration through forged documentation. The role of the Dehradun Sub-Registrar Office is also under investigation, and administrative action against officials is likely.

Officials indicated that, similar to earlier inspections carried out at the Rishikesh Sub-Registrar Office, a comprehensive inspection of the Dehradun Registrar Office may soon be conducted.


Administration Signals Zero Tolerance

District Magistrate Savin Bansal emphasized that:

  • Sale or purchase of court-restricted land will not be tolerated under any circumstances.

  • Strict legal action will be taken against all individuals involved in fraudulent land dealings.

  • Similar cases across the district will be identified and acted upon through a sustained enforcement drive.

The district administration has intensified its campaign against land mafia and builders allegedly attempting to grab restricted, government, and agricultural land through illegal means.
