Strict Action Against Fake Loan Agents and Intermediaries; DM Dr Ashish Chauhan Orders Regular Monitoring

Dehradun: Dehradun district administration has adopted a strict approach towards the increasing complaints related to loan and loan insurance fraud in the district. District Magistrate Dr Ashish Chauhan has directed officials and financial institutions to strengthen monitoring, improve coordination and take strict action against individuals and agencies involved in fraudulent loan practices.

A meeting was held under the chairmanship of the District Magistrate with representatives of various Non-Banking Financial Companies (NBFCs) and Housing Finance Companies (HFCs) operating in the district. The meeting reviewed the loan disbursement process, role of agents, recovery cases, loan insurance-related issues and complaints of financial fraud.

Strict Action Against Those Exploiting Financially Vulnerable People

Dr Ashish Chauhan said that individuals and institutions exploiting the financial difficulties of the public by arranging loans through fraudulent means, preparing unnecessary documents or using agents for cheating would face strict action.

He said complaints related to loan fraud are being received regularly in the district and no such case would be ignored.

Committee to Monitor Loan Fraud Cases

To ensure effective monitoring and coordinated action, the District Magistrate directed the Lead Bank Manager (LDM) to constitute a committee comprising representatives of concerned departments and financial institutions.

The committee will regularly review complaints related to loan fraud, suspicious loan cases and the activities of agents. The DM also directed officials to conduct monthly review meetings with concerned institutions and departments and asked the LDM to prepare an action plan for the monthly reviews.

SIT Probe in Serious and Suspicious Cases

The District Magistrate said that serious and suspicious cases of loan fraud would, wherever required, be investigated by the Special Investigation Team (SIT).

If the involvement of any bank, financial institution, agent, intermediary or individual is established during the investigation, strict action will be taken as per the law.

The DM also took serious note of complaints alleging that loans are being sanctioned through agents without properly assessing the borrower’s actual financial condition and repayment capacity. He directed that if the involvement of any institution’s management or responsible officials is established, action would also be taken against the concerned managers and officials.

NBFCs and HFCs Asked to Submit Loan and Recovery Details

All NBFCs and HFCs operating in the district have been directed to submit detailed lists of loans disbursed by them and pending recovery cases.

The administration will examine the information and identify suspicious cases for further investigation and necessary action.

Dr Chauhan emphasized that financial institutions must ensure transparency, accountability and compliance with rules throughout the loan disbursement process. Institutions may also be held accountable if their agents or intermediaries are found violating prescribed norms.

Task Forces to Be Formed at Sub-Divisional Level

The District Magistrate directed all Sub-Divisional Magistrates (SDMs) to constitute task forces in their respective areas.

The SDMs will prepare detailed lists of NBFCs and HFCs operating within their jurisdictions. They will also collect information on active moneylenders, loan agents and other intermediaries involved in providing loans.

The administration will closely monitor these activities and identify suspicious networks involved in fraudulent loan practices.

Focus on Dismantling Fake Loan Agent Networks

The DM stressed the need to identify and dismantle networks of agents and fake agencies misleading people in the name of arranging loans.

He said such individuals often target people seeking loans for employment, business or other financial requirements and may exploit their circumstances through fraudulent documentation or other unlawful practices.

The District Magistrate also directed the representative of the Reserve Bank of India (RBI) to share information regarding suspicious and illegally operating agencies and ensure timely exchange of relevant information.

No Leniency for Those Involved in Financial Fraud

Dr Ashish Chauhan said the district administration is committed to protecting the interests and financial security of the public. No person involved in financial fraud will be spared.

He directed all concerned departments and financial institutions to work in close coordination to prevent loan fraud, identify suspicious cases and ensure effective action against those found responsible.

Officials Present

Chief Development Officer Abhinav Shah, Sub-Divisional Magistrate Headquarters Ravindra Jwantha, Lead Bank Manager Rajeev Bhatia, RBI representative Bharat Kumar, and representatives of various NBFCs and HFCs were present at the meeting.
