Uttarakhand Supplementary Budget Prioritises Farmers, Allocates ₹1,100 Crore for Paddy and Wheat Procurement

Funding also earmarked for climate-resilient hill farming, food processing, cooperative welfare, farmer pensions, trout farming and beekeeping

Dehradun: The Uttarakhand government has placed special emphasis on farmers, agriculture-related activities and the rural economy in its supplementary budget for the financial year 2026–27. An allocation of ₹1,100 crore has been made under the Annapurti Scheme for the procurement of paddy and wheat from farmers.

The budget also provides financial support for climate-resilient rainfed agriculture, food processing enterprises, cooperative welfare, farmer pensions, fisheries, beekeeping and the construction of cow shelters.

These provisions are aimed at supporting agricultural activities, diversifying livelihood opportunities and strengthening the rural economy, particularly in the state’s mountainous regions.

₹1,100 Crore for Paddy and Wheat Procurement

The Annapurti Scheme has received an allocation of ₹1,100 crore for the procurement of paddy and wheat from farmers. The provision is among the major agricultural allocations in the supplementary budget and is intended to provide financial support to the state’s agricultural procurement arrangements.

₹70 Crore for Climate-Resilient Rainfed Agriculture

Recognising the importance of rainfed farming in Uttarakhand’s varied geographical conditions, the government has earmarked ₹70 crore for the Uttarakhand Climate-Resilient Rainfed Agriculture Project, supported under the JICA initiative.

The provision focuses on promoting agricultural activities adapted to changing climatic conditions. Such initiatives are particularly relevant to hill farming, where agricultural practices need to respond to local terrain, rainfall patterns and environmental challenges.

₹35 Crore for Micro Food Processing Enterprises

The supplementary budget has also allocated approximately ₹35 crore to the Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) Scheme.

The initiative supports micro-enterprises engaged in food processing and is relevant to the development of agriculture-based businesses. Strengthening food processing can help improve the utilisation and value addition of local agricultural produce while creating opportunities for rural entrepreneurship.

Support for Cooperative Welfare and Farmer Pensions

The Deendayal Upadhyaya Cooperative Farmer Welfare Scheme has been allocated ₹20 crore. The Farmer Pension Scheme has received a provision of ₹9 crore.

These allocations provide financial support to schemes associated with farmer welfare, cooperative-based assistance and pensions for eligible beneficiaries.

Funding for Trout Farming and Beekeeping

To promote alternative livelihood opportunities in the hill districts, the supplementary budget includes allocations for fisheries and beekeeping.

Approximately ₹28 crore has been earmarked for the Trout Promotion Scheme, while ₹1 crore has been provided for the new Beekeeping Policy. These provisions seek to support activities that can diversify income opportunities in mountainous areas alongside conventional agriculture.

The budget also includes approximately ₹9 crore for the construction of cow shelters.

Focus on Agriculture and the Rural Economy

The agricultural provisions in Uttarakhand’s 2026–27 supplementary budget cover a range of areas, from the procurement of paddy and wheat to climate-resilient farming, food processing, cooperative welfare, pensions and alternative livelihood activities.

The ₹1,100 crore provision for agricultural procurement is one of the key allocations, while funding for other schemes is intended to support agriculture-linked enterprises and livelihood opportunities.

Overall, these budgetary provisions reflect the state government’s focus on farmer welfare, the specific needs of hill agriculture and the development of a more diversified rural economy.
