Housing Secretary Dr. R. Rajesh Kumar Cracks Down on Delays in PMAY Projects, Directs Completion Before August 15
Strict action against defaulting developers if deadlines are missed; review meeting held under CM Pushkar Singh Dhami’s directives

Acting on the directives of Chief Minister Pushkar Singh Dhami, Housing Secretary Dr. R. Rajesh Kumar chaired a high-level review meeting on Tuesday to assess the progress of residential projects being implemented under the Pradhan Mantri Awas Yojana (Urban) across Uttarakhand.
The meeting reviewed projects being executed under the Affordable Housing in Partnership (AHP) component in various districts. During the review, several projects were found to be progressing at a slower-than-expected pace, prompting the Housing Secretary to express strong displeasure and issue stern warnings to developers and executing agencies.
Dr. Rajesh Kumar stated that PMAY (Urban) is one of the Central Government’s flagship welfare schemes, and ensuring timely delivery of houses to eligible beneficiaries remains a top priority of the State Government. He made it clear that negligence, unnecessary delays, or laxity in project execution would not be tolerated.
The meeting was attended by Joint Chief Administrator Dinesh Pratap Singh, Deputy Secretary (Housing) Dhirendra Rawat, Executive Engineers Vinod Kumar Chauhan and Sunil Kumar, Assistant Engineer Akanksha Chauhan, Housing Expert Rohit Ranjan, along with representatives of various developers and implementing agencies.
Regular Monitoring and Faster Execution
The Housing Secretary directed officials and developers to closely monitor project progress and ensure adequate availability of manpower, construction materials, and other essential resources. He instructed that projects nearing completion should be expedited so that beneficiaries receive possession of their homes at the earliest.
Deadline Fixed Before August 15
Dr. Rajesh Kumar directed all developers and executing agencies to complete every PMAY (Urban) project before August 15, 2026.
He warned that failure to meet the prescribed deadline would invite strict action under contractual provisions. Developers would be held fully accountable for any delay in project completion.
Focus on Dhaulas Housing Project
Special emphasis was laid on the Dhaulas Housing Project being implemented by the Mussoorie Dehradun Development Authority (MDDA). Officials were instructed to complete all allotment-related formalities without delay.
The Housing Secretary also directed departments to complete preparations for key handover in projects that have reached the final stage of construction so that beneficiaries can receive possession without unnecessary delay.
Government Committed to Housing for All
The Uttarakhand Government continues to accelerate the implementation of PMAY (Urban) to provide permanent housing to eligible families. Regular monitoring and periodic reviews are being undertaken to ensure timely completion of projects and faster delivery of homes to beneficiaries.
Speaking after the meeting, Dr. Rajesh Kumar said that PMAY is not merely a construction programme but a mission to fulfil the dream of home ownership for thousands of economically weaker families. Under the leadership of Chief Minister Pushkar Singh Dhami, the government is committed to ensuring timely completion of all housing projects. He also directed officials to intensify field inspections and warned that any delay would attract strict contractual action.
