CM Dhami Sets Strict Timeline for Development Authorities, Orders Faster Execution of Pending Master Plans and Projects
Beautification works to be completed by October 15; all roads under development authorities to be repaired within 15 days
Illegal Construction Monitoring Dashboard to be established in every development authority for real-time tracking
City parks and pink toilets to be mandatory; MDDA and HRDA to prepare comprehensive parking plans
Dehradun, September 2, 2026: Chief Minister Pushkar Singh Dhami has directed all development authorities in Uttarakhand to ensure time-bound execution of projects and eliminate unnecessary delays in urban development works. Reviewing the functioning of development authorities at his official residence on Wednesday, the Chief Minister said clear deadlines must be fixed for every master plan, development project, road repair, beautification work, parking project, housing scheme and action against illegal construction.
He said responsibility must be assigned to the concerned officer for every task and delays in implementation would not be tolerated.
Pending Master Plans and Projects to be Fast-Tracked
Chief Minister Dhami directed officials to expedite master plans and other projects that have remained pending for a long time. The current status of every pending project should be reviewed and a definite completion timeline fixed.
He stressed that development plans should not remain confined to official files but must translate into visible improvements on the ground.
Beautification Works to be Completed by October 15
The Chief Minister directed all development authorities to launch large-scale beautification works in their respective areas this month and complete the identified works by October 15.
He said the quality and presentation of these works should be attractive and effective, along the lines of the beautification undertaken during the G20 Summit. Officials were instructed to arrange additional funds wherever required, while making it clear that lack of budget would not be accepted as an excuse for delays.
All Roads Under Development Authorities to Be Repaired Within 15 Days
The Chief Minister also ordered an immediate assessment of roads under development authorities. Officials have been directed to conduct surveys, identify damaged roads and undertake repairs on a priority basis.
He set a deadline of 15 days for improving the condition of all roads under the jurisdiction of development authorities and called for regular monitoring of the quality of repair works.
PMAY Beneficiary Data to Reach CM Office Within 15 Days
Reviewing the progress of the Pradhan Mantri Awas Yojana, CM Dhami directed officials to prepare district-wise details of Scheduled Caste, Scheduled Tribe and BPL families that have benefited from the housing scheme.
The consolidated information has to be submitted to the Chief Minister’s Office within 15 days. He stressed that the benefits of housing schemes must reach eligible families and their implementation should be regularly reviewed.
City Parks and Pink Toilets to Be Mandatory
The Chief Minister directed development authorities to ensure that city parks are developed in all urban areas. Every city park must have regular toilet facilities as well as pink toilets.
Pink toilets should also be developed wherever required in urban, semi-urban and rural areas. Officials have been directed to achieve around 70 percent of the target by the next review meeting.
He emphasized that public facilities should be planned keeping the needs of women, children, senior citizens and persons with disabilities in mind.
Online Building Map Approval System to Be Strengthened
CM Dhami directed officials to effectively integrate the online building map approval system with all district-level development authorities.
He said the approval process should be transparent, simple and time-bound so that citizens do not have to make unnecessary visits to government offices. More services should be made accessible through digital platforms.
Technology-Based Monitoring of Illegal Construction
Taking a strict view of illegal construction, the Chief Minister said authorities should identify unauthorized construction at an early stage rather than waiting until the construction is completed.
He directed officials to develop monitoring systems using GIS, satellite imagery and drones to detect suspicious construction in time.
The Chief Minister warned that strict action would be taken against officials if their involvement or collusion in cases of illegal construction is established.
Illegal Construction Monitoring Dashboard in Every Authority
CM Dhami ordered the creation of an Illegal Construction Monitoring Dashboard in every development authority.
The dashboard should provide real-time information on every stage—from identification of suspicious construction and inspection to notices, sealing and demolition.
The system is intended to improve transparency and ensure accountability in enforcement against illegal construction.
Development Authority Websites to Be Citizen-Friendly
The Chief Minister directed authorities to make their websites simpler and more citizen-friendly. Information regarding development schemes, building map approvals, fees, rules and services should be easily accessible.
He also reviewed the progress of the proposed chatbot and directed officials to make maximum use of technology to improve citizen services.
Comprehensive Plan for Solving Parking Problems
The Chief Minister expressed concern over the growing parking problem in Dehradun and Haridwar areas and directed officials to identify municipalities lacking adequate parking facilities.
He asked MDDA and HRDA to coordinate with the concerned urban local bodies and prepare concrete plans for multi-level parking, surface parking, peripheral parking and Public-Private Partnership (PPP) models.
He stressed that parking requirements must be assessed keeping future urbanisation and long-term needs in mind.
Housing Projects to Be Regularly Monitored
CM Dhami reviewed the progress of residential projects in every district and directed officials to prepare clear details of completed and under-construction housing units.
Projects progressing slowly should be identified and corrective measures taken to accelerate implementation.
Greater Uniformity in Development Authority Procedures
The Chief Minister reviewed separate systems related to building map approvals, illegal construction, development charges, master plans and enforcement across development authorities.
He called for greater uniformity wherever feasible, while taking into account the geographical differences between hill and plain areas. Officials were asked to prepare practical proposals to provide citizens with simpler and more transparent services.
Land Pooling to Be Piloted in 2-3 Development Areas
CM Dhami also directed officials to prepare a plan for implementing the Land Pooling Scheme as a pilot project in at least two to three development areas.
He called for a transparent model clearly explaining the benefits to farmers and landowners and directed officials to ensure that landowners are fully informed about the scheme and its long-term benefits.
Focus on Rural and Semi-Urban Areas
The Chief Minister said the role of development authorities should not remain confined to major cities. Rural and semi-urban areas falling within authority jurisdictions should also receive attention for civic infrastructure.
Officials were directed to coordinate with local bodies and gram panchayats to improve facilities such as street lighting, drinking water and seating arrangements.
CM Dhami said the benefits of development should reach people in rural and semi-urban areas along with residents of major cities.
Transparency, Accountability and Technology to Drive Development
The Chief Minister directed officials to maximize the use of technology while ensuring transparency and accountability in the functioning of development authorities.
He reiterated that unnecessary delays in government schemes and development works would not be tolerated. Every project must have a defined timeline, regular monitoring and clear accountability.
Principal Secretary R.K. Sudhanshu, Secretary Vinay Shankar Pandey, Dr. R. Rajesh Kumar, vice-chairpersons of all development authorities and other senior officials attended the meeting.
