Dhami encouraged students to believe in their abilities, work consistently towards their goals and use their knowledge to contribute to society and the nation.

Conduct, Humility and Values Define a Person
The Chief Minister said that helping others and doing good work bring genuine happiness and fulfilment. A person’s true identity is shaped not only by academic achievements but also by their conduct, humility and values.
He urged graduates to remain lifelong learners and apply their knowledge and capabilities to the progress of society and the country. He also highlighted UPES’s contribution to higher education, noting that the university had established a distinct identity in the sector over the past two decades.

Youth Will Play a Key Role in Viksit Bharat 2047
Referring to Prime Minister Narendra Modi’s vision of making India a developed nation by 2047, the Chief Minister said that young people would play a decisive role in achieving this goal.

He added that aware, talented and innovative young people form the foundation of a state’s and a country’s bright future.
Uttarakhand Focusing on AI, Data Science and Green Energy
Dhami said the world was increasingly being shaped by artificial intelligence, data science, green energy and digital technologies. The state government was working to position Uttarakhand as a leading state in education, science, technology and research.

Youth Should Become Job Creators, Not Just Job Seekers
The Chief Minister said the government’s objective was not limited to helping young people secure jobs. It also aimed to encourage self-employment, entrepreneurship and the creation of new employment opportunities.

Over 35,000 Government Jobs Provided in Five Years
Dhami said the state government had implemented what he described as the country’s strictest anti-cheating law to ensure transparency in recruitment examinations.
According to the Chief Minister, more than 35,000 young people had been provided government jobs in Uttarakhand over the past five years through a transparent recruitment system.
