Uttarakhand Budget 2026–27 Likely to Cross ₹1.10 Lakh Crore; Cabinet Clears Appropriation Bill

Dehradun: The annual budget of Uttarakhand for the financial year 2026–27 is expected to reach approximately ₹1.10 lakh crore, marking a significant expansion in the State’s fiscal outlay. The State Cabinet, in its meeting held on Wednesday, approved the Uttarakhand Appropriation Bill 2026–27, paving the way for the presentation of the budget in the upcoming Budget Session of the State Assembly.

According to official sources, the proposed budget reflects nearly a 10 percent increase compared to the previous financial year. The budget will be tabled by the Pushkar Singh Dhami-led government during the Vidhan Sabha session scheduled to be held at Bharadisain (Gairsain) in Chamoli district, the summer capital of Uttarakhand.

The Cabinet also authorised the Chief Minister to make necessary modifications and final adjustments to the budget document before its presentation in the Assembly.


Fast Track Special Courts Approved

In a major step toward strengthening the judicial system and ensuring speedy justice, the Cabinet approved the establishment of three additional Fast Track Special Courts (FTSCs). These courts will focus on expeditious trial and disposal of pending cases related to rape and offences registered under the Protection of Children from Sexual Offences (POCSO) Act.


Creation of Court Manager Posts

The Cabinet further approved the creation of 14 new posts of Court Managers across the State judiciary. Of these, one post will be created for the Nainital High Court, while the remaining 13 posts will be deployed across district courts to enhance administrative efficiency and case management.


Public Financial Management Project Gets Nod

To strengthen governance and service delivery mechanisms, the Cabinet endorsed the formation of a High Power Committee (HPC) and a Project Management Unit (PMU) under the Strengthening of Public Financial Management for Improved Service Delivery (SPFM) project.

For implementation of the project, 21 temporary posts will be created.

The SPFM project, valued at approximately ₹850 crore, will run for five years and aims to modernize public financial management systems while improving transparency and efficiency in public service delivery.

The project is a continuation of earlier World Bank-supported public finance reforms under the UKPFS programme. Out of the total project cost, ₹680 crore will be provided as a loan by the World Bank, with repayment responsibility shared between the Union Government and the State Government in a 90:10 ratio.


Jan Vishwas Amendment Ordinance to be Introduced as Bill

The Cabinet also approved the presentation of the Uttarakhand Jan Vishwas (Amendment) Ordinance, 2025 in the State Assembly as a formal Bill. The proposed legislation aims to eliminate outdated and redundant legal provisions, simplify regulatory processes, and promote ease of governance.


Focus on Fiscal Expansion and Governance Reforms

With an expanded budget size, judicial strengthening measures, and financial management reforms, the upcoming budget session is expected to highlight the State government’s focus on infrastructure development, improved public services, and institutional efficiency.
