Dehradun DM facilitates loan waiver for widow Kshama Parveen via OTS, pays ₹33,000 balance, issues NOC. Daughter’s education revived under scheme and granddaughter admitted under RTE.
Dehradun, April 7, 2026:
In a compassionate and humane gesture, the Dehradun district administration has extended significant relief to a destitute widow, Kshama Parveen, by facilitating the settlement of her long-pending bank loan. Acting on the directions of the District Magistrate, her loan was resolved through a One-Time Settlement (OTS), and a No Dues Certificate (NOC) was issued by the bank.
After the settlement, the remaining amount of approximately ₹33,000 was paid by the district administration, making Kshama Parveen completely debt-free.
Kshama Parveen had taken a loan of around ₹1.25 lakh from DCB Bank in 2014 for her elder daughter’s marriage. Tragically, the same year, her husband passed away, pushing the family into financial distress.
Later, in 2020, during the COVID-19 pandemic, her married daughter also died, compounding the family’s hardships. Due to continuous adversity and mounting responsibilities, she was unable to repay the remaining loan.
Currently, Kshama Parveen is solely responsible for the upbringing and education of:
- Three unmarried daughters,
- One son,
- and her 5-year-old granddaughter, Ayra.
On the instructions of the District Magistrate:
- The education of her younger daughter Faiza was revived under the “Nanda-Sunanda Scheme.”
- An amount of ₹27,000 was provided to cover her annual school fees.
- Her granddaughter Ayra was admitted to a nearby private school under the Right to Education (RTE) Act.
- The issue of income certificate, which was delaying admission, was resolved, and the certificate was issued on the spot.
Kshama Parveen had approached the District Magistrate on March 28, 2026, seeking help. Taking immediate cognizance of her situation, the administration coordinated with the bank and relevant departments to ensure a comprehensive resolution.

The district administration remains committed to supporting needy and vulnerable citizens and will continue to provide relief in such cases on a priority basis.
