Emphasizes Timely Achievement of Targets, Use of AI to Curb Tax Evasion

Dehradun: Chief Minister Pushkar Singh Dhami chaired a high-level review meeting at the Secretariat to assess the revenue collection status for the financial year 2025–26. During the meeting, the Chief Minister directed all concerned departments to intensify efforts to enhance revenue collection and ensure that prescribed targets are achieved within stipulated timelines.

The Chief Minister stressed that senior departmental officers and District Magistrates must regularly monitor revenue-related activities in their respective jurisdictions. He instructed officials to make extensive use of Artificial Intelligence (AI)-based technologies to effectively control tax evasion and strengthen enforcement mechanisms.

Emphasizing transparency and efficiency, the Chief Minister directed that all processes related to registration and land records be fully digitized. He further instructed District Magistrates and senior officials to conduct regular inspections of sub-registrar offices. On-site inspections of properties should also be carried out to ensure accurate valuation during the registration process, he said.

Green Cess Collection to Be Expedited

Expressing displeasure over delays in the collection of green cess from vehicles entering Uttarakhand from other states, the Chief Minister instructed the Transport Department to initiate the collection process without further delay. He emphasized that forest resources must be utilized judiciously in the interest of the state while ensuring environmental conservation. He also called for the preparation of a concrete action plan to strengthen commercial plantations and promote medicinal herb cultivation in the Terai region.

Revenue Growth Key to State’s Overall Development

The Chief Minister stated that increasing state revenue remains a top priority for the government to ensure holistic development. He noted that resource augmentation is being pursued in mission mode to fulfill Prime Minister Narendra Modi’s vision of making this decade “Uttarakhand’s decade.”

Highlighting the state’s achievements, the Chief Minister said that Uttarakhand has secured the top position among special category states and has received a central incentive of ₹200 crore for its exemplary performance in mining reforms—reflecting the state’s progress in the right direction.

For the financial year 2025–26, a tax revenue target of ₹24,015 crore has been set, of which more than 62 percent has already been realized. The Chief Minister directed all concerned departments to adopt a coordinated, proactive, and result-oriented approach to ensure 100 percent achievement of revenue targets.

Focus on Capital Investment and Financial Discipline

The Chief Minister further stated that the state government is placing special emphasis on capital investment to ensure long-term economic stability. Capital expenditure has been increased by 34 percent, which is expected to accelerate infrastructure development and lead to the creation of durable assets across the state.

He underscored the need for continuous policy reforms, innovation, and adoption of new technologies to modernize financial management systems. “Our objective is to establish a transparent, accountable, and results-oriented administration that works in the public interest,” the Chief Minister said, adding that all officers must function with strict financial discipline, efficient management, and collective responsibility.

Ravishankar; Principal Chief Conservator of Forests Dr. Ranjan Kumar Mishra; Additional Secretaries Ahmed Iqbal, Sonika, Himanshu Khurana, Anuradha Pal, Dr. Meharban Singh Bisht, and Manmohan Mainali; heads of various departments; and all District Magistrates, who participated virtually.
