₹33.22 Crore Disbursed to 3,848 Beneficiaries Under CM Self-Employment Scheme; Dhami Calls It Foundation of Self-Reliant Uttarakhand

Chief Minister interacts with beneficiaries, highlights MSY 2.0 as a game-changer for youth entrepreneurship
Dehradun: Chief Minister Pushkar Singh Dhami on Wednesday transferred ₹33.22 crore directly to the bank accounts of 3,848 beneficiaries under the Chief Minister’s Self-Employment Scheme (Mukhyamantri Swarozgar Yojana – MSY). The amount was disbursed online from the Chief Minister’s residence, reaffirming the state government’s commitment to transparency, technology-driven governance, and corruption-free delivery of welfare schemes.

Addressing the occasion, the Chief Minister said the government’s clear resolve is to make the youth of Uttarakhand job creators rather than job seekers. He described the Chief Minister’s Self-Employment Scheme as one of the state’s most impactful initiatives, playing a decisive role in curbing migration, encouraging reverse migration, and generating sustainable local employment.
The Chief Minister noted that migrants who returned to the state during the COVID-19 period, young entrepreneurs, artisans, handicraftsmen, and educated unemployed youth are the primary beneficiaries of the scheme. Under MSY, loans are being provided to native and permanent residents of Uttarakhand in the manufacturing, service, and business sectors through nationalized, cooperative, and regional rural banks.
Under the scheme, project costs of up to ₹25 lakh are permitted for manufacturing units, while service and business units can avail loans of up to ₹10 lakh. A margin money subsidy ranging from 15 to 25 percent of the project cost is provided. While the initial target was to benefit around 32,000 people, more than 35,000 beneficiaries have already been covered. So far, loans worth over ₹1,389 crore have been disbursed, leading to the creation of approximately 64,966 new jobs across the state.
Calling the scheme a “game-changer” for small businesses, the Chief Minister said these figures clearly demonstrate that the initiative is delivering tangible results on the ground, not merely existing on paper. He further informed that, in view of the scheme’s success, the Chief Minister’s Self-Employment Scheme 2.0 (MSY 2.0) has been launched from 2025 by integrating the MSY and Nano schemes.
Under MSY 2.0, the subsidy limit has been increased from 15 percent to 30 percent. In addition, an extra 5 percent subsidy has been introduced under the concept of geographical, social, and product-based boosters, making the scheme more inclusive and economically empowering.
The Chief Minister emphasized that subsidies are being transferred directly into beneficiaries’ bank accounts through online platforms, reflecting the state government’s transparent and technology-enabled approach. He said the Chief Minister’s Self-Employment Scheme is not merely a welfare program but a strong foundation for building a self-reliant Uttarakhand. The government’s vision, he said, is to promote local enterprises in every district, ensure employment opportunities in every village, and provide meaningful work for every youth.
Aligning the state’s efforts with Prime Minister Narendra Modi’s vision of a self-reliant India, the Chief Minister said the double-engine government is continuously working to empower Uttarakhand’s youth through entrepreneurship and self-employment.
During the programme, the Chief Minister also interacted with several beneficiaries who shared their success stories. Kamal Singh Partholi from Lohaghat in Champawat district said he availed a ₹10 lakh loan to establish a smart library, where around 130 children are currently studying, with plans to set up an e-library as well. Pradeep Agarwal from Udham Singh Nagar shared that he took a ₹10 lakh loan to start a car service centre, having previously worked as a bicycle repairer. Jaspal from Uttarkashi established a fitness club with a ₹10 lakh loan and is now expanding his business further.
Ayan Mansoori from Pauri Garhwal said he used a ₹10 lakh loan to set up a quilt and mattress manufacturing unit, which now employs several people directly and indirectly, with an estimated turnover of ₹3 crore this year. Champa Devi from Bageshwar said a ₹7 lakh loan for mobile sales and service has significantly enhanced her livelihood.
On the occasion, Secretary, Industry Vinay Shankar Pandey; Director General, Industry and Managing Director, SIDCUL Dr. Saurabh Gaharwar; Deputy Secretary Shiv Shankar Mishra; Additional Director Mrityunjay Singh; Joint Directors Anupam Dwivedi and Deepak Murari; Deputy Director Mahavir Sajwan; Rajendra Kumar; Industry Friends Abhishek Nainwal and Anurag Gupta, along with other officials from the Industry Department, were present.
