Historic Action: Dehradun District Magistrate Uses Goonda Act to Protect Widow from Violent Sons

DM Savin Bansal invokes Goonda Act; Sons face threat of externment from the district

Dehradun, August 25. In a rare and strong administrative action, District Magistrate Savin Bansal has invoked the Goonda Act, 1970 against two unruly sons accused of harassing and assaulting their widowed mother, Vijaylaxmi Panwar, a resident of Bhagirathpuram, Banjarawala.

The widow approached the DM’s office on August 22, narrating her ordeal that her two sons are drug addicts and routinely assault her, demanding money. She stated that they often return home late at night in an intoxicated condition, beating her with sticks and fists when their demands are not met. The terrified mother expressed that she fears being killed by her own sons inside her hut.

Taking cognizance of the matter, DM Bansal immediately ordered a confidential inquiry, which confirmed through neighbors, local representatives, and residents that the two sons—Shubham Panwar and his brother—were indeed addicted to drugs and regularly assaulted their mother while threatening to kill her.

Considering the severity of the case, the DM bypassed the lengthy traditional legal process and, for the first time in Dehradun district, directly exercised his special powers under the Goonda Rules, 1970. Within just two hours, notices were served to both sons, requiring them to appear before the DM’s court on August 26, 2025, at 10:30 AM. If they fail to present their defense, the case will proceed on a fast-track basis, potentially leading to their externment (district banishment).

DM Bansal stated, “The safety of the helpless widow is paramount. When the victim herself approached seeking justice, it was the administration’s responsibility to provide immediate relief. In such circumstances, there is no justification for a prolonged legal process.”

This case highlights the district administration’s commitment to delivering swift justice in cases of exploitation, harassment, and violence. The Collectorate has effectively become a temple of justice, ensuring fast-track hearings and decisive action in sensitive cases.
