Uttarakhand Launches Devbhoomi Parivar Portal, Unveils Vision-2047 with ₹28 Lakh Crore Economy Target
Integrated family database to streamline government welfare delivery; development roadmap sets targets across nearly 440 indicators
Dehradun: Uttarakhand Chief Minister Pushkar Singh Dhami on Monday launched the Devbhoomi Parivar Portal and unveiled the Developed Uttarakhand Vision-2047 at the Mukhya Sevak Sadan in the Chief Minister’s Camp Office.
The two initiatives are aimed at strengthening governance, ensuring that government welfare schemes reach eligible families and providing a long-term roadmap for the state’s development.
The Chief Minister said the success of a government should not be measured merely by the number of schemes it introduces, but by how effectively their benefits reach eligible citizens and improve their lives.
He noted that people often miss out on welfare benefits because they lack information, while repeated document submissions and visits to different government departments create difficulties for citizens. The new portal is expected to make public services simpler, more transparent and citizen-centric.
Integrated database to improve welfare delivery
Principal Secretary for Planning Dr R. Meenakshi Sundaram said the primary objective of the Devbhoomi Parivar Portal is to create an integrated digital database of families across Uttarakhand.
The portal will consolidate information about families and their members, helping government departments identify eligible beneficiaries, improve coordination and implement welfare schemes more effectively.
Each registered family will receive a unique Devbhoomi Parivar ID, which is expected to reduce the need for repeated document submissions and visits to multiple departments.
The portal will also support scheme monitoring, assessment of beneficiaries’ requirements and better planning of budgets and government resources.
A Devbhoomi Parivar Authority at the state level and District Devbhoomi Parivar Officers at the district level have been proposed for its effective implementation.
Vision-2047 sets targets across 440 indicators
The Developed Uttarakhand Vision-2047 outlines long-term development goals across nearly 440 indicators, covering economic growth, employment, energy, infrastructure, education, healthcare and environmental conservation.
According to the Principal Secretary, the state aims to expand its economy to approximately ₹28 lakh crore and raise per capita income to around ₹20 lakh by 2047.
The roadmap also sets targets to reduce the unemployment rate to 3.5 per cent and multidimensional poverty to 0.61 per cent.
Other key targets include increasing Uttarakhand’s installed energy capacity to approximately 22,000 MW and raising forest cover to 46.6 per cent by 2047.
The vision places particular emphasis on agriculture, tourism, industry, education, healthcare, employment, skill development, connectivity and environmental protection.
Separate milestones have been established for 2030, 2035, 2040, 2047 and 2050. Departments will be expected to prepare action plans aligned with these milestones and regularly review their progress.
Uttarakhand to contribute to the goal of a developed India
Dhami said India is moving towards the goal of becoming a developed nation by 2047 under the leadership of Prime Minister Narendra Modi.
Recalling the Prime Minister’s statement that the third decade of the 21st century would belong to Uttarakhand, the Chief Minister said the state government was working to position the state among the country’s leading states.
He described Vision-2047 as more than a document outlining targets, calling it a comprehensive roadmap for Uttarakhand’s development.
He said departments and districts would need to prepare plans based on local requirements and implement them within defined timelines.
Connectivity and religious tourism projects
The Chief Minister said infrastructure development under the Centre-state partnership was improving road, rail and air connectivity across Uttarakhand.
He highlighted the Delhi-Dehradun Economic Corridor, the Rishikesh-Karnaprayag railway project and the Char Dham road project as important initiatives strengthening connectivity.
Reconstruction work at Kedarnath and Badrinath, the Mansakhand Temple Mala Mission and other religious tourism projects are also being undertaken.
The state is promoting winter tourism to encourage tourism activities throughout the year.
Investment, employment and women’s empowerment
Dhami said the government was working to encourage industrial investment, self-employment and startups. The House of Himalayas initiative is helping local products access wider markets.
He said women were being economically empowered through 30 per cent horizontal reservation in government services, self-help groups and the Lakhpati Didi scheme.
More than three lakh women in Uttarakhand have become Lakhpati Didis, according to the Chief Minister.
He also highlighted economic indicators, stating that the state’s economy had grown to more than one-and-a-half times its earlier size.
Uttarakhand recorded 7.23 per cent growth in its Gross State Domestic Product (GSDP) over the past year, while per capita income increased by 41 per cent and reverse migration rose by 44 per cent, he said.
The government is also focusing on improving basic facilities, employment and livelihood opportunities in border areas.
Development model to prioritise environmental protection
The Chief Minister said Uttarakhand’s development model should be based on the principle of “progress in harmony with nature”.
He stressed that the Himalayas, rivers, forests and cultural heritage were integral to the state’s identity.
Given Uttarakhand’s vulnerability to disasters, he said environmental protection, disaster management and safety must be prioritised in every development plan.
He directed officials to regularly review development targets and ensure effective implementation of government schemes.
Dhami expressed confidence that collective efforts by the government, administration and citizens would help Uttarakhand move towards becoming a developed state and make a significant contribution to the vision of a developed India.
Cabinet ministers Ganesh Joshi and Khajan Das, MLA Savita Kapoor, Setu Aayog adviser Dinesh Agarwal, Chief Secretary Anand Bardhan, Principal Secretary R.K. Sudhanshu, Setu Aayog CEO Shatrughan Singh, NITI Aayog Programme Director Dr Sonia Pant, Aditya Kumar and other public representatives and senior officials attended the programme.
