Mahak Kranti Policy to Benefit 91,000 Farmers

Dehradun – In a major policy push, on Tuesday, the Uttarakhand Cabinet chaired by Chief Minister Pushkar Singh Dhami approved six significant proposals, the most notable being the long-awaited ‘Mahak Kranti’ (Fragrance Revolution) Policy aimed at strengthening the state’s aromatic farming sector.

Briefing the media after the meeting, Additional Secretary and Director General of Information, Banshidhar Tiwari, said the policy has been in discussion for some time, backed by continuous research at the Centre for Aromatic Plants (CAP), Selaqui, Dehradun. The centre recently gained national attention after developing a perfume from Timur (Zanthoxylum armatum), commonly known as Nepalese pepper, which drew appreciation from Prime Minister Narendra Modi.

Encouraged by such achievements, the state government has resolved to expand aromatic cultivation across Uttarakhand under the Mahak Kranti policy, with the aim of making the state a national and international brand hub for aromatic products.

Key Highlights of the Mahak Kranti Policy:

  • The first phase will run from 2026 to 2036, aligning with the government’s “Sashakt Uttarakhand” vision.

  • Target to cultivate 22,750 hectares of aromatic crops, directly benefiting 91,000 farmers.

  • Farmers with up to one hectare of land will get 80% subsidy, while those with more than one hectare will receive 50% subsidy.

  • The policy envisions creating a complete ecosystem for aromatic crop production, value addition, and marketing.

Other Cabinet Decisions:

  1. Prison Department Restructuring – Approval for structural amendments in the state’s prison system.

  2. PM Awas Yojana (Urban) – Cabinet cleared additional expenditure of ₹27.85 crore for the construction of 1,872 EWS houses in Rudrapur, where costs had exceeded the sanctioned amount.

  3. Administration and Reforms Service Department – Creation of 24 posts for subordinate craftsmen and 3 posts for the correctional wing.

  4. Education Sector – Approval for 8 new posts to manage five educational TV channels under the PM e-Vidya programme, being run by SCERT, Uttarakhand, in collaboration with NCERT-CIET. The Cabinet also approved amendments in the Uttarakhand State Elementary Education (Teacher) Service Rules, 2012.

  5. Social Welfare Department – Incentive for marriage with persons with disabilities has been doubled from ₹25,000 to ₹50,000, marking a socially progressive step.

With these decisions, the state government has reaffirmed its focus on farmer welfare, education reforms, social empowerment, and infrastructure development, while also positioning Uttarakhand as a frontrunner in the aromatic farming revolution.
