On completion of 4 years, CM Pushkar Singh Dhami highlighted Uttarakhand’s development, investments, jobs, and major achievements at the Parade Ground event.

Dehradun: Marking the completion of four years of the Uttarakhand government, Chief Minister Pushkar Singh Dhami addressed a grand event titled “4 Saal Bemisaal” at Parade Ground on Monday. On the occasion, he inaugurated and laid the foundation stones for multiple development projects and also reviewed departmental exhibitions showcasing the state’s progress.
Extending greetings on Navratri, the Chief Minister said that four years ago, the people of Uttarakhand broke all political myths and gave him another opportunity to serve the state. He recalled taking a pledge at the same ground during his oath ceremony to restore the गौरव (glory) of Devbhoomi Uttarakhand in line with the aspirations of the statehood आंदोलनकारियों (agitators), adding that the commitment is now steadily turning into reality.
Working Towards Making This ‘Uttarakhand’s Decade’
CM Dhami referred to Prime Minister Narendra Modi’s statement made in 2021 from Kedarnath, where he said, “The third decade of the 21st century will belong to Uttarakhand.” He said the state government is working with full dedication to realize this vision.
Over the past four years, the government has focused on strengthening infrastructure including roads, education, healthcare, rail, and air connectivity. He highlighted that Uttarakhand successfully hosted G20 meetings, National Games, and its first-ever Global Investors Summit.
The summit attracted investment proposals worth over ₹3.76 lakh crore, of which projects exceeding ₹1 lakh crore have already been grounded.
Economic Growth and Employment Boost
Highlighting economic achievements, the Chief Minister said:
- The state economy has grown by more than 1.5 times in four years
- GSDP grew by 7.23% in the past year
- Per capita income increased by 41%
He added that:
- Over 20,000 new industries have been established
- Startups increased from 700 to over 1,750
- More than 2.65 lakh women became “Lakhpati Didis”
- Reverse migration saw a 44% increase
Recognition at National Level
CM Dhami said Uttarakhand secured first position in NITI Aayog’s SDG Index 2023–24, reflecting the success of government efforts.
Other key recognitions include:
- Achievers category in Ease of Doing Business
- Leaders category in Startup Ranking
- Second place among Himalayan states in India Innovation Index
- Consistent recognition as “Most Film-Friendly State”
He also noted that Uttarakhand ranked second in the Mining Readiness Index and received a ₹200 crore award for reforms in the sector.
Focus on Transparency and Governance Reforms
The Chief Minister emphasized a shift from mere announcements to timely execution of projects. He credited Prime Minister Narendra Modi’s leadership for eliminating middlemen and ensuring direct delivery of benefits to citizens.
Strict Measures for Youth and Employment
Addressing concerns over exam malpractices, CM Dhami said the government introduced a strict anti-copying law to curb paper leaks and cheating.
- Over 30,000 youths have been provided government jobs
- More than 100 members of exam mafias have been jailed
Protecting Cultural Identity of Devbhoomi
The Chief Minister reiterated the government’s commitment to preserving the spiritual and cultural identity of Uttarakhand.
Key measures include:
- Implementation of strict anti-conversion and anti-riot laws
- Recovery of over 12,000 acres of encroached government land
- Crackdown on fraudsters under “Operation Kalnemi”
- Implementation of the Uniform Civil Code (UCC)
He also announced that from July this year, only government-recognized curricula will be taught in madrasas across the state.
Development Push for Dehradun
CM Dhami said the government is committed to transforming Dehradun into a modern city, with development projects worth over ₹1,400 crore currently underway.
Grand Participation in the Event
Before the main कार्यक्रम (event), the Chief Minister participated in a roadshow from Kanak Chowk to Parade Ground. The event witnessed the presence of cabinet ministers, MPs, MLAs, senior officials, and a large number of citizens.
