Advanced Early Warning Systems to Be Installed for Glacier Lake Monitoring in Uttarakhand

Dehradun: The Uttarakhand government will further strengthen the monitoring, safety and disaster preparedness mechanisms for glacier lakes in the state’s mountainous regions in view of the potential risks associated with sudden changes in glacier lakes.

Chief Minister Pushkar Singh Dhami has directed officials to ensure regular and scientific monitoring of sensitive glacier lakes and install advanced Early Warning Systems (EWS) in vulnerable areas. He also instructed authorities to increase the number of monitoring and warning systems wherever required.

The Chief Minister directed Secretary, Disaster Management and Rehabilitation, Vinod Kumar Suman, to undertake comprehensive surveys and scientific studies of sensitive glacier lakes across Uttarakhand. The studies will assess the current condition of the lakes, water levels, changes in their size, surrounding terrain, potential risk factors and possible downstream impacts.

The Chief Minister emphasized that preparedness should not be limited to installing early warning systems. All necessary risk reduction and protective measures must also be implemented to minimize the impact of any potential glacier lake-related disaster.

These measures will include identification of vulnerable areas, safe evacuation routes, mapping of potentially affected zones, strengthening of communication systems, development of local warning mechanisms and improvement of relief and rescue preparedness.

Review of Disaster Preparedness After Nepal Incident

Following the recent disaster in Nepal, a review meeting was held on the directions of Chief Minister Dhami to assess Uttarakhand’s preparedness for similar potential disasters.

Vinay Ruhela, Vice-Chairman of the State Advisory Committee, Disaster Management Department, and Lt. Col. Raghuveer Singh Bhandari (Retd.) reviewed preparedness measures with all District Magistrates.

The meeting focused on glacier lakes, river water levels, monitoring of vulnerable locations, Early Warning Systems, communication networks, rapid response mechanisms and locally available disaster management resources.

District Magistrates were directed to ensure regular monitoring of potentially vulnerable areas in their respective districts and immediately report any unusual developments to the higher authorities.

13 Sensitive Glacier Lakes Identified in Uttarakhand

Secretary Vinod Kumar Suman said that 13 glacier lakes have been identified as sensitive in Uttarakhand. Surveys of four of these lakes have already been completed, while the remaining sensitive lakes will be surveyed and scientifically studied in a phased manner.

He said expert teams will soon be dispatched to conduct surveys of Saraswati Tal in Chamoli district and Kedartal in Uttarkashi district.

The surveys will examine the present condition and water levels of the lakes, potential risk factors and the likely impact on downstream areas.

Focus on Real-Time Monitoring and Modern Sensors

Suman said the government is developing a comprehensive system that will ensure an effective response from early warning to relief and rescue operations.

The system will include continuous monitoring of sensitive glacier lakes, installation of advanced sensors and early warning equipment, real-time data collection, expansion of monitoring equipment wherever necessary and alternative communication channels for issuing warnings.

Local administrations and concerned departments will also be strengthened to ensure a rapid response in potentially affected areas. Local residents will be sensitized about potential hazards and safe procedures to follow during emergencies.

Continuous Monitoring of River Water Levels

Vinay Ruhela said the geographical conditions of Uttarakhand’s mountainous areas are, in several respects, similar to those of the mountainous regions of Nepal. Therefore, lessons from the recent disaster in Nepal must be incorporated into Uttarakhand’s disaster preparedness strategy.

He directed officials to continuously monitor identified vulnerable locations and hold regular coordination meetings with dam and barrage operators. In case water is released from dams, populations living in downstream areas should be alerted well in advance.

Strengthening Local Disaster Response Capacity

Lt. Col. Raghuveer Singh Bhandari (Retd.) said every disaster provides important lessons that should be incorporated into future preparedness plans.

He emphasized that local communities and administrations play a crucial role during disasters. A strong and rapid communication network involving Gram Pradhans, local representatives and the administration should therefore be developed so that warnings and critical information can reach people in potentially affected areas without delay.

The meeting was attended by ACEO Administration Prakash Chandra, ACEO Implementation DIG Rajkumar Negi, JCEO Dinesh Kumar Punetha and other officials.

The state government’s approach is focused not only on monitoring glacier lakes but also on early warning, risk reduction, local capacity building and strengthening the complete disaster response chain.
