Dehradun, November 11: The Uttarakhand State Election Commission has formally announced the schedule for by-elections to fill vacant posts across the three-tier Panchayati Raj system. Voting for all posts—including Gram Panchayat members, Gram Pradhans, Kshetra Panchayat members, and District Panchayat members—will be conducted on November 20, 2025, while counting of votes will take place on November 22, 2025.
According to the notification issued on Tuesday, the by-election process will run from November 13 to 22, 2025. District Election Officer (Panchayat) and District Magistrate Savin Bansal informed that comprehensive instructions have been issued to all Election and Assistant Election Officers to ensure smooth conduct of the electoral exercise within the prescribed timeline.
Nomination and Poll Schedule
As per the election programme released by the Commission:

Scrutiny of nominations: November 15

Withdrawal of nominations: November 16 (10:00 am–3:00 pm)

Symbol allocation: November 16 (after 3:00 pm)

Venue Arrangements
The sale of nomination papers, filing, scrutiny, withdrawal, symbol allocation and counting for:

Gram Panchayat members,

Kshetra Panchayat members
will be carried out at the respective development block headquarters.
For District Panchayat members, the sale of nomination forms, filing, scrutiny and symbol allocation will take place at the District Panchayat headquarters, while counting of votes will be held at the Kshetra Panchayat headquarters. Final results will be declared from the District Panchayat office.
804 Gram Panchayat Seats Vacant in Dehradun
A total of 804 Gram Panchayat member posts are currently vacant in the Dehradun district and will be filled through these by-elections. Block-wise vacancy distribution is as follows:
