C. P. Radhakrishnan Addresses Valedictory Programme of Phase-II Training of 2024-Batch IAS Officer Trainees at LBSNAA, Mussoorie
Mussoorie: Vice-President C. P. Radhakrishnan on Thursday addressed the Valedictory Programme of Phase-II training of the 2024-batch IAS Officer Trainees at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie. Congratulating the officer trainees on successfully completing their training, he said that civil services have made immense contributions to the development of the country and continue to serve as a vital link between policy formulation and its effective implementation at the grassroots level.
Referring to the vision of Viksit Bharat @ 2047, the Vice-President urged the young officers to ensure that the benefits of development reach the last mile and that growth remains inclusive. He called upon them to make “Seva Bhav and Kartavya Bodh” (spirit of service and sense of duty) their guiding mantra throughout their careers.
Focus on Team Excellence, Not Individual Achievement
Emphasising the importance of teamwork in public administration, C. P. Radhakrishnan urged the officers to work towards team excellence rather than individual or group excellence. He stressed the need to build cohesive teams, motivate colleagues and carry forward the best practices established by their predecessors.
He said that effective governance is strengthened not merely by individual capabilities but through collective effort, coordination and a shared sense of responsibility. Officers should foster a work culture in which every team member performs their role with commitment and accountability.
Rising Participation of Women Reflects Nari Shakti
The Vice-President highlighted the increasing representation of women in the civil services, noting that around 41 per cent of the 2024 batch comprises women officers. He described this as a powerful manifestation of Nari Shakti, demonstrating how talent can rise above stereotypes and determination can overcome obstacles.
He said the growing participation of women in public administration reflects the changing landscape of governance and the country’s commitment to providing equal opportunities for talent and leadership.
Embrace AI and Emerging Technologies
Highlighting the rapidly changing technological landscape, the Vice-President called upon the officer trainees to embrace emerging technologies and integrate them effectively into governance. He specifically highlighted the potential of Artificial Intelligence (AI), Natural Language Processing (NLP), Machine Learning (ML) and Blockchain to improve administrative efficiency, transparency and citizen-centric service delivery.
He stressed that continuous learning, adaptability and technological awareness will be essential for building a future-ready civil service. At the same time, he underlined that technological advancement must go hand in hand with sensitivity towards citizens and an understanding of their needs.
Integrity and Ethical Leadership Are the Foundations of Public Service
Emphasising the importance of character and integrity, C. P. Radhakrishnan said that integrity and character are the foundations of public service. He observed that true leadership is not measured by power or position, but by the ability to act ethically, particularly when faced with difficult circumstances.
He urged the officers to view their positions not merely as positions of authority but as positions of responsibility. Every decision, he said, should be guided by the Constitution, the law, ethical principles and public interest.
Ensure Development Reaches the Last Mile
Concluding his address, the Vice-President called upon the young administrators to make public service meaningful by bringing positive and tangible change to the lives of people, particularly those living in the remotest parts of the country.
He urged them to ensure that every grievance is heard, eligible citizens receive the benefits of government services and every citizen is empowered. He said the true purpose of public service is fulfilled only when governance effectively reaches the last person in the queue.
Governor of Uttarakhand Lieutenant General (Retd.) Gurmit Singh, Uttarakhand Minister for Agriculture & Farmers Welfare and Soldier Welfare Ganesh Joshi, and Director, LBSNAA, Dr. B. Rajender, along with senior officials and other dignitaries, were present on the occasion.
