DM Orders Swift Resolution of Pending Revenue Cases

DM Savin Bansal holds review meeting with revenue officers, directing swift settlement of year-old pending cases, faster land assessment, and enhanced recovery from major defaulters in Dehradun.

Dehradun:
District Magistrate Savin Bansal conducted a high-level review meeting with revenue officials on Thursday to address pending revenue cases, land assessment, recovery of dues, and other key departmental functions. The DM issued strict instructions to ensure timely action and accountability at all levels.

Key Directives and Decisions:

  1. Prompt Resolution of Pending Cases:

    • All cases pending for over a year under Sections 34, 143, 33/39, and 41 must be prioritized and resolved without delay.

    • Uncontested cases under Section 34 must be treated with the highest priority.

  2. Land Use and Demarcation Cases:

    • No pending cases regarding non-agricultural use of agricultural land (residential, industrial, commercial) should remain unresolved.

    • Corrections in khasra and khatauni records under land settlement must be expedited.

    • A Standard Operating Procedure (SOP) will be prepared for swift and high-quality resolution of demarcation-related disputes.

    • Field officers must submit accurate and factual reports to minimize unnecessary disputes.

  3. Land Assessment and Linked Surveys:

    • Slow progress in Sadar, Vikasnagar, and Doiwala tehsils drew strong criticism from the DM.

    • Revenue sub-inspectors will be assigned clear targets and responsibilities.

    • Regular tehsil-level review and progress checks every 10 days by the Additional DM are now mandatory.

    • Negligence will result in strict disciplinary action, and technical support must be sought promptly if needed.

  4. Recovery of Outstanding Dues:

    • The district has achieved 82.84% recovery, exceeding the 81% target.

    • Recovery in Chakrata, Tyuni, and Kalsi tehsils was below target.

    • DM directed faster recovery from major defaulters, coordination with the GST section, and collection of company asset details from the RCS office where dues remain.

  5. Administrative and Technological Improvements:

    • Review of Digital Crop Survey implementation in selected villages, processes of Ameen officers, and condition of the record room.

    • Updates to RCMS applications, e-Office, departmental software, and addressing audit objections were discussed, with suggestions provided.

The meeting was attended by Additional DM (Revenue) K.K. Mishra, Sub-DMs Apoorva Singh, Harigiri, Yogesh Mehra, and Vinod Kumar, along with other tehsil-level officers participating virtually.

DM Bansal emphasized accountability, swift action, and strict enforcement to ensure all pending revenue matters are resolved efficiently and that no delays occur in land assessment or recovery processes.
