₹1.11 Lakh Crore Balanced Budget a Strong Step Towards Developed Uttarakhand: Chief Minister Pushkar Singh Dhami

Focus on poor, youth, farmers and women; roadmap balancing development and heritage

Dehradun: Chief Minister Pushkar Singh Dhami described the Uttarakhand Budget for the financial year 2026–27 as a roadmap for the state’s future, stating that it is not merely a document of figures but a comprehensive blueprint for balanced and inclusive development. He said the ₹1.11 lakh crore budget reflects a balance between development, heritage, culture and modernity, and is a significant step towards the vision of “Viksit Uttarakhand for Viksit Bharat.”

State economy grows more than 26 times

The Chief Minister noted that at the time of the state’s formation in 2000, Uttarakhand’s economy was around ₹14,500 crore, which has now expanded to approximately ₹3.81 lakh crore, marking a growth of more than 26 times.

He added that the per capita income has also witnessed a substantial increase. It was ₹15,285 in 2000–01, and is estimated to reach ₹2,73,921 in 2025–26. The state’s real growth rate is estimated at 7.23 percent, which is close to the national average and reflects the strengthening economic foundation of the state.

Strong fiscal discipline maintained

The Chief Minister said the state government has maintained financial discipline while adhering to all norms of the Fiscal Responsibility and Budget Management (FRBM) Act. The government has maintained a revenue surplus and kept the fiscal deficit within 3 percent of GSDP, demonstrating efficient financial management.

Budget size and expenditure structure

For the financial year 2026–27, a total expenditure of ₹1,11,703 crore has been proposed, including:

  • ₹64,989 crore – Revenue Expenditure

  • ₹18,153 crore – Capital Expenditure

The total receipts are estimated at ₹1,10,143 crore.

Dhami said the state is expected to receive around ₹17,415 crore as its share of central taxes, while ₹18,491 crore will come through various central government schemes.

Special focus on poor and social security

The budget places special emphasis on welfare schemes for economically weaker sections.

  • ₹1,327 crore – Social Security Pension Schemes

  • ₹1,300 crore – Annapurti Scheme

  • ₹298 crore – Pradhan Mantri Awas Yojana (Rural)

  • ₹56 crore – Urban Housing Scheme

Major push for youth, education and sports

To empower young people in the state, significant allocations have been made for education, sports and skill development.

  • ₹11,871 crore – Education and Sports

  • ₹586 crore – Skill Development Programmes

The Chief Minister said these provisions will help expand educational opportunities and improve employability for the youth.

Boost for agriculture and allied sectors

The government has also focused on strengthening the rural economy.

  • ₹1,113 crore – Agriculture and Horticulture

  • ₹815 crore – Animal Husbandry, Dairy and Fisheries

₹19,692 crore Gender Budget for women empowerment

Dhami said a Gender Budget of ₹19,692 crore has been allocated to promote women’s empowerment. Key schemes to be implemented include:

  • Saksham Anganwadi and Poshan 2.0

  • Eija-Boi Shagun Yojana

  • Mukhyamantri Mahalakshmi Kit Scheme

  • Nanda Gaura Yojana

Infrastructure development strengthened

Large allocations have also been made to strengthen infrastructure across the state.

  • ₹2,501 crore – Public Works Department (PWD)

  • ₹1,609 crore – Energy Sector

  • ₹1,642 crore – Minor Irrigation

New initiatives and innovation focus

The budget also introduces several new initiatives, including:

  • ₹1,027 crore – Preparations for the Kumbh Mela

  • ₹15 crore – Cyber Security

  • ₹18.5 crore – Eco-tourism Infrastructure

  • ₹10 crore – Spiritual Economic Zone Development

  • ₹13 crore – Artificial Intelligence and Emerging Technologies

In addition, innovation-driven initiatives such as kiwi and dragon fruit cultivation, trout fish farming, apple nursery development, the Mukhyamantri Yuva Bhavishya Nirman Yojana and Mahak Kranti programme will also be launched.

Budget mantra: “SANTULAN”

The Chief Minister said the core theme of the budget is SANTULAN (Balance), which represents:

  • S – Samaveshi (Inclusive Development)

  • A – Atmanirbhar (Self-reliance)

  • N – New Thinking

  • T – Rapid Growth

  • U – Upgraded Villages and Cities

  • L – Lok Sahabhaagita (Public Participation)

  • A – Aarthik Shakti (Economic Strength)

  • N – Nyaayapoorn Vyavastha (Just Governance)

Dhami emphasized that the government aims to establish Uttarakhand among the leading states of the country while maintaining a balance between development and environmental sustainability.

He said the budget truly represents “a document of the journey from unwavering resolve to a developed Uttarakhand.”
