Complete All Monsoon Preparedness Before the Season Begins: Chief Minister Dhami

All Roads in Uttarakhand to be Made Pothole-Free by November 15; Special Focus on Disaster and Health Management

Kainchi Dham Bypass to Open from Tomorrow, Providing Relief from Traffic Congestion

Dehradun, June 9, 2026: Uttarakhand Chief Minister Pushkar Singh Dhami chaired a high-level review meeting at the Secretariat to assess preparations for the upcoming monsoon season and directed officials to ensure that all necessary arrangements are completed before the onset of monsoon. He emphasized that all departments must work in close coordination to strengthen disaster management, public services, healthcare facilities, and infrastructure, while maintaining full preparedness to tackle any emergency situation.

The Chief Minister directed officials to ensure that all roads across the state are made pothole-free by November 15, 2026, following the monsoon season. He also instructed departments to complete all pending works in disaster-affected areas from the previous year before the monsoon begins. Necessary inspections and repairs of bridges, culverts, and drainage systems should be carried out on priority, while cleaning of drains and water channels must be completed in a time-bound manner.

Strengthening Healthcare Preparedness

Chief Minister Dhami directed the Health Department to formulate an effective action plan for the prevention and control of dengue, malaria, and other water-borne diseases during the monsoon season. He instructed officials to ensure adequate availability of life-saving medicines, medical equipment, ambulances, and emergency healthcare services.

He also directed all District Magistrates to maintain updated records of pregnant women in their respective districts. Special arrangements should be made for pregnant women residing in remote and disaster-prone areas to stay near healthcare facilities when required. The Chief Minister further stated that helicopter ambulance services should be made available in emergency situations.

Mapping Vulnerable Areas and Enhancing Monitoring

The Chief Minister instructed district administrations to prepare updated maps identifying landslide-prone zones, flood-prone regions, riverbank erosion areas, and other vulnerable locations. He also directed officials to compile lists of villages, schools, hospitals, and critical infrastructure that may be at risk during disasters.

Special inspections have been ordered for vulnerable locations along the Char Dham Yatra routes, National Highways, and State Highways. The Chief Minister emphasized the need for physical verification of sensitive sites and directed departments to pre-position JCBs, Pokland machines, dumpers, cranes, and other essential equipment at strategic locations. Alternative traffic routes should also be identified and kept ready in areas where roads are frequently disrupted during the monsoon.

He further directed all designated senior officers and secretaries to visit their assigned districts and conduct on-ground inspections of monsoon preparedness measures.

Strengthening Early Warning and Relief Systems

The Chief Minister instructed authorities to install warning signboards and information displays in flood-prone areas. Adequate stocks of relief and rescue materials should be maintained at every tehsil to ensure swift response during emergencies.

He stressed the importance of 24×7 coordination between the India Meteorological Department (IMD), the State Emergency Operations Centre, and district control rooms. Weather alerts should be disseminated promptly down to the village level, while tourists and travelers must receive timely information regarding weather conditions and potential risks.

Removal of Encroachments and Protection of Essential Services

Chief Minister Dhami directed officials to remove encroachments before the monsoon season to ensure smooth drainage and traffic movement. He said that maintaining uninterrupted public services should remain a priority during the rainy season.

Departments concerned were instructed to prepare detailed contingency plans to minimize disruptions in electricity, drinking water supply, road connectivity, telecommunications, and other essential services. Safety audits of electrical lines near Sewage Treatment Plants (STPs) and bridges were also ordered.

Kainchi Dham Bypass to Ease Traffic Pressure

To address the growing traffic congestion caused by the increasing number of devotees visiting Kainchi Dham, the Chief Minister announced that the Kainchi Dham Bypass Road will be opened for public use from tomorrow. The new route is expected to provide significant relief to pilgrims as well as local residents by reducing traffic bottlenecks in the area.

The Chief Minister instructed officials to remain vigilant throughout the monsoon season and ensure rapid response and effective coordination to minimize loss of life and property.

International Recognition for Uttarakhand’s Disaster Management Model

Chief Minister Pushkar Singh Dhami expressed satisfaction over the international recognition received by Uttarakhand’s disaster management model during the BRICS Disaster Risk Reduction Working Group meeting.

Congratulating the Uttarakhand State Disaster Management Authority (USDMA), SDRF, ULMMC, and all agencies associated with disaster management, he said that the achievement reflects the state’s coordinated efforts, technology-driven approach, and continuous innovations in disaster preparedness and response.

During the meeting, Disaster Management Secretary Vinod Kumar Suman presented a detailed report on the state’s preparedness for the upcoming monsoon season.

The meeting was attended by Disaster Management and Rehabilitation Minister Madan Kaushik, Vice Chairman of the State Disaster Management Authority Vinay Kumar Rohila, Chief Secretary Anand Bardhan, DGP Deepam Seth, senior secretaries, departmental heads, and senior police officials. Kumaon Commissioner Deepak Rawat, Garhwal Commissioner Anand Swaroop, and all District Magistrates participated virtually.
