CM Dhami Administers Constitutional Preamble Oath; Announces Major Support for Prosecution Department

DEHRADUN: On the occasion of Constitution Day, Chief Minister Pushkar Singh Dhami administered the oath of the Preamble to the Constitution of India at a programme organized at the Police Lines in Dehradun on Wednesday. He also released a special magazine published by the Prosecution Department. Extending greetings to all on Constitution Day and Law Day, the Chief Minister paid heartfelt tribute to Dr. Bhimrao Ambedkar, the principal architect of the Indian Constitution.
During the event, the Chief Minister announced financial assistance to the Prosecution Department to facilitate the widespread dissemination of the newly implemented criminal laws. He also assured support for the department’s digitization initiatives and the establishment of a reward system to honour exemplary work within the department. Additionally, he said arrangements would be made for training prosecution officers in the various local dialects spoken across Uttarakhand.
Highlighting the importance of the department, Dhami said that the prosecution service is a vital pillar of the justice system, ensuring transparency, truth, and efficiency in judicial processes. He remarked that November 26, 1949, when the Constituent Assembly adopted the Constitution of India, remains a golden milestone in the nation’s history. He also acknowledged the role of eminent jurist Dr. Laxmi Mall Singhvi and the Supreme Court Bar Association in marking November 26 as Law Day in 1979. In 2015, Prime Minister Narendra Modi designated the day as Constitution Day, giving it national significance and honouring the contributions of the Constitution’s framers.
The Chief Minister noted that under the Prime Minister’s leadership, significant reforms are transforming India’s justice system into one that is modern, robust, transparent, and citizen-centric. The implementation of the Indian Penal Code 2023, Indian Civil Procedure Code 2023, and Indian Evidence Act 2023 marks a historic step forward. The government is working extensively to ensure accessible, simple, and timely justice through initiatives such as e-Courts, the National Judicial Data Grid, Fast Track Special Courts, swift justice systems for women and child-related crimes, the Mediation Bill, virtual hearings, and digital case management. The recognition of electronic and digital records as evidence in the new laws has strengthened the investigation and prosecution process, making it more scientific and reliable.
Dhami further stated that the state government is committed to strengthening Uttarakhand’s justice delivery system. New court buildings are being constructed, and existing infrastructures upgraded. Systems for digital courts, e-filing, and virtual hearings are being enhanced, while continuous efforts are being made to improve the quality of legal education, mentor young lawyers, and provide a safe working environment for women lawyers. He also highlighted major decisions taken in the state, including the enforcement of a strict anti-cheating law and the implementation of the Uniform Civil Code (UCC).
MLA Vinod Chamoli, Home Secretary Shailesh Bagoli, Director General of Police Deepam Seth, Director of Prosecution A.P. Anshuman, and senior officials from police and prosecution departments were present at the ceremony.
