As part of the Special Intensive Revision (SIR)-2026 programme being conducted under the directions of the Election Commission of India (ECI) and the Chief Electoral Officer, Uttarakhand, a crucial meeting with district presidents, representatives and office-bearers of recognized national and state political parties was held on Monday at the Rishiparna Auditorium in the District Office. The meeting was chaired by District Magistrate and District Election Officer Dr. Ashish Chauhan.

Addressing the participants, Dr. Chauhan emphasized that the Special Intensive Revision of the electoral roll forms the cornerstone of a strong democratic system, as a clean, updated and error-free electoral roll is essential for conducting free, fair and transparent elections. He stressed that close coordination among the district administration, election officials, Booth Level Officers (BLOs), Booth Level Agents (BLAs), and political parties is vital for the successful implementation of the revision exercise.

Revision Exercise Based on July 1, 2026 Qualifying Date

The District Magistrate informed that, as per the Election Commission’s directives, the Special Intensive Revision programme is being conducted across Uttarakhand and several other States and Union Territories with July 1, 2026, as the qualifying date.

Under the campaign, Booth Level Officers are conducting door-to-door visits to distribute Enumeration Forms to voters. The collected forms are being digitized to ensure that the electoral roll remains accurate, updated and comprehensive.

Enumeration Forms Distributed to Over 98% of Voters

Reviewing the progress of the campaign, Dr. Chauhan stated that Dehradun district has a total of 1,376,813 registered electors.

  • Enumeration Forms have been distributed to 1,355,948 voters (98.48%).

  • Digitization of 142,485 forms (10.35%) is currently pending.
  • Enumeration Forms are yet to be received from only 136,149 voters (9.89%).

He directed officials to complete the collection and digitization of the remaining forms within the stipulated timeline to achieve complete coverage.

Political Parties Asked to Play an Active Role

Dr. Chauhan appealed to all recognized political parties to actively involve their Booth Level Agents (BLAs) in motivating voters to submit their Enumeration Forms on time.

He stated that the Special Intensive Revision is not merely an administrative exercise but a collective democratic responsibility. Active participation by political parties would ensure that no eligible voter is left out of the electoral roll.

Separate Lists to Be Prepared for Absent, Shifted, Deceased and Duplicate Voters

The meeting was informed that if an Enumeration Form could not be delivered to any voter for any reason, the concerned BLO would conduct local verification and classify such cases under categories such as absent, shifted, deceased or duplicate voters.

Separate lists of such electors will be prepared and made available at Panchayat Bhawans, Urban Local Body offices, the website of the Chief Electoral Officer, Uttarakhand, and the District Election Office. The lists will also be shared with recognized political parties to facilitate verification and ensure transparency in the revision process.

Transparency and Credibility Remain the Top Priority

The District Magistrate reiterated that maintaining transparency, fairness and credibility in the electoral process is the administration’s highest priority.

He directed all officials to ensure that no eligible citizen is excluded from the electoral roll and that every claim, objection and correction is processed in accordance with the Election Commission’s guidelines within the prescribed timeframe.

The meeting was attended by Chief Development Officer Abhinav Shah, Assistant District Election Officer Narendra Deoli, BJP representative Arvind Kumar Jain, Congress representatives Dr. Jaswinder, Sunil Jaiswal and Satendra, BSP representatives Satendra Singh and Satendra Chopra, CPI(M) representative Anant Akash, Aam Aadmi Party representative Kamal Rana, along with representatives of other recognized political parties.
