DM Savin Bansal Hears 171 Grievances in Janata Darshan, Resolves Several Cases On the Spot

Dehradun: District Magistrate Savin Bansal on Monday heard public grievances during the Janata Darshan programme held at Rishiparna Auditorium, where a large number of people from remote and urban areas of the district participated. A total of 171 complaints were presented before the District Magistrate, covering issues related to land disputes, issuance of land pattas, family disputes, assault cases, maintenance allowance, loan waiver, compensation, financial assistance, school fees, and livelihood-related concerns.
The District Magistrate patiently heard each grievance one by one and resolved several cases on the spot. Pending matters were forwarded to the concerned departments with clear instructions for time-bound, lawful, and transparent action.

Administration Ensures Education for Children Despite Poverty
A poor and destitute woman Reena Devi, a resident of Bihar, informed the DM that her 11-year-old son is speech and hearing impaired. She expressed her inability to pay school fees due to extreme financial hardship and requested support for her child’s education. Taking immediate action, the District Magistrate directed the District Probation Officer and Social Welfare Department to ensure the child’s free admission in a special school.
Similarly, Rashmi Chauhan, a resident of Banjarawala, sought relief for her two children whose education was under threat due to non-payment of school fees. The DM instructed the District Education Officer to coordinate with the concerned schools and ensure that the children’s education continues uninterrupted.
Swift Justice for Senior Citizen and Women in Distress
During the public hearing, 70-year-old disabled and ailing senior citizen Madan Singh alleged that his wife and children had fraudulently dispossessed him of his own property and left him without support. Acting promptly, the District Magistrate ordered the registration of a maintenance case on the spot and directed officials to ensure his safety and livelihood support.
In another case, Mangla Singh, a woman allegedly harassed by her husband, stated that she was beaten and forced out of her home two years ago. Though she had earlier received maintenance allowance following court orders, her husband had stopped payments for the past five months and was threatening her life. The District Magistrate directed the SDM and CO Premnagar to ensure immediate relief and justice for the victim.
FIR Registered in ₹7 Lakh Land Fraud Case
Vikas, a resident of Ghaziabad, complained that he was cheated of ₹7 lakh through forgery in a land deal agreement. He also alleged receiving death threats when he demanded the return of his money. Taking a strict stance, the District Magistrate ordered the immediate registration of an FIR against the accused party.
Transport, Salary, and Gaushala Issues Addressed
Residents complained that bus services on the Sahaspur–Horawala–Kotda route had been suspended for nearly three years, and even Tata Magic services had recently stopped, causing severe inconvenience. The District Magistrate directed the Roadways Department to resume bus operations immediately.
Environmental worker Saurabh from Selakui Nagar Palika reported non-payment of salaries for the last five months. The DM instructed the Executive Officer of the Municipality to take action against the contractor concerned and ensure immediate payment of honorariums.
Representatives of Shakumbhari Gau Raksha Seva Samiti demanded land for sheltering destitute cattle. The District Magistrate directed the SDM and Chief Veterinary Officer (CVO) to identify suitable land and initiate immediate action for gaushala operations.
Probe Ordered into Jal Jeevan Mission Irregularities
Complaints were raised regarding alleged irregularities under the Jal Jeevan Mission in Village Gata (Kandi Chyama Gata Gram Panchayat), where payments were reportedly made despite non-construction of water tanks and chambers. The District Magistrate directed the Chief Development Officer (CDO) to submit a detailed investigation report by January 5.
In another case from Bhattowala, Rishikesh, residents complained that water bills were being issued without providing water connections. The matter was handed over to the CDO for thorough inquiry.
Action on Damaged Pathways and Encroachments
Villagers from Dhanpau to Lohari complained that a pedestrian pathway damaged due to natural disasters had not been repaired. The District Magistrate instructed the SDMA Chakrata to submit a repair proposal at the earliest.
In Bhattowala, Rishikesh, complaints of illegal encroachment and wall construction on a public road built by the PWD were raised. The DM directed the SDM Rishikesh and PWD officials to take immediate action. In Ajabpur Kalan, the Deputy Municipal Commissioner was ordered to remove encroachments from government land without delay.
Long-Pending Demands for Land Pattas
Residents of Mohna, including Mohan Singh, Sushila Devi, and Kalu Ram, informed the DM that they had been residing and working as labourers in the area for the past 50–60 years and requested issuance of land pattas. Several complaints related to land demarcation, registration, and removal of illegal occupation were also placed before the District Magistrate.
